To introduce mechanisms ensuring continuous care and social support for Palestinian citizens brought to Uzbekistan based on justice, President Shavkat Mirziyoyev today, August 14, adopted a decree entitled “On measures to establish a system of state care and support for a group of Palestinian citizens in Uzbekistan based on the principles of compassion.”

It was reported that the following work has been carried out in Uzbekistan to create favorable conditions for Palestinians:

  • They have been placed in temporary housing facilities, and issues related to their primary needs have been resolved.
  • Measures have been taken to provide them with medical examinations and necessary medicines.
  • To ensure their integration into society and provide spiritual support, special programs have been organized, including cultural and educational meetings and events such as friendship evenings (including activities for children).

The decree approved the composition of the Republican Commission for Assistance in the Process of Adaptation of Palestinian Patients and Their Accompanying Persons to Life in the Republic of Uzbekistan. The Commission is headed by Sardor Umurzakov, Advisor to the President of the Republic of Uzbekistan for Strategic Development.

The following have been defined as the main areas of activity of the Republican Commission:

  • Coordination of the activities of state bodies and organizations to implement the opportunities created for guests;
  • Settlement of guests across regions and resolution of organizational issues related to these measures;
  • Regular discussions on issues related to the integration of guests into society, as well as measures to eliminate existing obstacles and resolve related problems;
  • Development of short- and long-term proposals for supporting guests and monitoring the effectiveness of measures implemented on the ground.

The Republican Commission is also instructed to develop and approve, within one month, plans for the provision of social services and assistance necessary for each family to ensure their integration into society, based on an assessment of the needs and capabilities of the guests.

The decree stipulates that the National Agency for Social Protection under the President of the Republic of Uzbekistan will act as the working body of the Republican Commission. Direct work with guests at the mahalla level will be organized by the “mahalla ettiligi” and “Inson” social service centers. The social service and assistance plans developed for the guests will be mandatory for the republican and local executive authorities and their divisions.

The National Agency for Social Protection, together with the Ministry of Health, will take measures within two months to determine the disability status of guests with disabling diseases, regardless of the treatment period established by legislative acts. The Agency will also ensure that guests are assigned a pension for elderly citizens who do not have the required work experience within two weeks.

At the same time, the decree stipulates that each Palestinian of working age (except persons with disabilities in groups I and II) will receive a monthly living allowance in the amount of minimum consumption expenses. Each family of guests will be reimbursed for housing rental costs at their place of residence, will be provided with a one-time allowance for the birth of a child, and will receive a funeral allowance in the amount established for citizens of the Republic of Uzbekistan. In addition, each family will be granted a one-time allowance for the purchase of necessities (a set of non-food products used in the household). One social worker will be assigned to each neighborhood to provide personal accompaniment and individual support to the family members of guests, as well as to address their needs and individual requirements.

The decree also addresses the involvement of Palestinian children brought to Uzbekistan in the education system. The Ministry of Preschool and School Education is required to take the following measures:

  • Placement of children of guests in state preschool educational organizations and schools will be carried out according to their place of residence.
  • Deputy directors of preschool educational organizations and schools will be assigned to each child of the guests to assist in adapting to the educational and upbringing process.
  • Constant monitoring of the adaptation and comprehensive development of the children of guests in educational organizations will be carried out jointly with the Ministry of Higher Education, Science, and Innovation.

In addition, the document stipulates the following:

Guests will be exempt from parental payments for child care in state preschool educational organizations until January 1, 2028.
Children of guests will be placed in state preschool educational organizations and schools without being placed on a waiting list, based on an application from the “Inson” social service centers.
Within the framework of the Resolution of the President of the Republic of Uzbekistan dated January 17, 2025, No. PQ-12 “On measures to ensure employment of the population and reduce poverty in 2025,” 100 percent of the costs of attracting children of guests to additional education (in the field of vocational training, information technologies, preparation for higher education institutions) and training them in state general secondary educational institutions will be covered from the State Budget.

The Ministry of Higher Education, Science and Innovation will recognize the documents of guests confirming receipt of general secondary, specialized, vocational (professional), higher education, retraining, and advanced training in a foreign country within two months, without tests and without charging fees.

The Ministry of Health will ensure that Palestinians brought to Uzbekistan are registered with family doctor points, family clinics, and district (city) multidisciplinary central clinics at their places of residence, and will allocate them referrals for medical care from the State Budget, along with the category of persons from poor families.

The Ministry of Poverty Reduction and Employment, together with the National Agency for Social Protection, must submit proposals to the Republican Commission within one month to ensure the employment of Palestinians brought to Uzbekistan at their request and to assist them in acquiring modern professions.

The Ministry of Economy and Finance, the Ministry of Poverty Reduction and Employment, the Central Bank, JSC “Xalq Bank” and other commercial banks have been instructed to take measures to attract guests who wish to engage in entrepreneurship within the framework of the programs “Continuous Support for Small Business,” “First Step to Business” and “From Poverty to Prosperity.” In this regard, the reception of applications for financial assistance for Palestinians brought to Uzbekistan under these programs and the monitoring of the use of allocated funds will be carried out by assistant khokims and mahalla bankers.

The proposal of the Association of Mahallas of Uzbekistan, the National Agency for Social Protection, the Agency for Youth Affairs, and the Committee for Family and Women to assign additional tasks to the “mahalla seven” and other representatives to integrate guests into the spiritual environment of the mahalla in solidarity has been approved.

The Association of Mahallas of Uzbekistan, the Ministry of Health, the Agency for Youth Affairs, and the Committee for Family and Women will adopt internal programs within a month based on the tasks assigned to the “mahalla seven” and other representatives and will take necessary measures according to the plan and schedule.

The proposal of the Ministry of Economy and Finance to establish a special fund without the status of a legal entity under the National Agency for Social Protection to finance measures for resolving issues faced by guests has also been approved.

The special fund will be formed from the following sources:

By the established procedure:

  • The management of the special fund’s resources will be carried out based on the decision of the Republican Commission.
  • Changes to the expenditure directions of the special fund will be made by the decision of the Republican Commission.
  • Property (housing and motor vehicles) donated free of charge to the guests by individuals and legal entities will be transferred to the balance of local administrations and managed by the Republican Commission.

It is stipulated that the Prosecutor General’s Office, together with the Social Inspection, will regularly monitor the timely and full implementation of this decree. The Ministry of Internal Affairs, the State Security Service, the National Agency for Social Protection, the Ministry of Foreign Affairs, and the Ministry of Justice, within one month, will ensure the issuance of residence permits (ID cards) to the guests and register them accordingly.

Deputy Prime Minister Jamshid Kuchkarov and the Presidential Adviser on Social Protection — Director of the National Agency for Social Protection Mansurbek Olloyorov — have been designated as responsible and personally accountable for the effective organization of the implementation of this decree. Oversight of the decree’s execution and coordination of the activities of the responsible organizations has been assigned to Prime Minister Abdulla Aripov and Presidential Adviser on Strategic Development Sardor Umurzakov.

It should be recalled that on November 11 last year, President Shavkat Mirziyoyev delivered a speech at an extraordinary Arab-Islamic summit, stating Uzbekistan’s readiness to provide free medical treatment to Palestinian children and women injured in the war. Following this, QALAMPIR.UZ inquired into how prepared the country’s healthcare system was for this task and contacted Elmira Bositkhonova, Deputy Minister of Health for Women’s and Children’s Affairs. She stated that Uzbekistan had sufficient capacity to treat Palestinian children.

On December 27, 2024, 100 wounded Palestinian children and women, along with their accompanying persons, were evacuated to Uzbekistan. According to Mansurbek Qilichev, Uzbekistan’s Ambassador to Cairo, the evacuated Palestinians will be hosted in Uzbekistan and will benefit from the conditions in the country until they return to their homeland.
