Samarkand faces safety concerns in residential construction projects

In the Qorasuv neighborhood of Samarkand city, Samarkand region, a number of violations have been uncovered in the construction of multi-story residential buildings. This was reported by the regional Construction and Housing Utilities Control Inspection.

“Sam House Stroy” LLC constructed filler walls using gas blocks that protruded beyond the main load-bearing structure, deviating from the approved project. Additionally, some metal reinforcements supporting these gas blocks were poorly embedded into the reinforced concrete monoliths, contrary to project requirements.

Despite prior instructions from the inspection, the construction company continued its work without addressing these issues.

"The practice of protruding gas blocks beyond the main load-bearing walls has not been corrected. Furthermore, the site remains cluttered with construction waste, and warning tapes for technical safety have not been implemented despite repeated instructions," said an inspection official.

Other problems include improper storage of construction materials. Delivered metal reinforcements have started rusting but are still being widely used in construction.

Further Observations:

  • Small mechanisms were not used during reinforced concrete works, leading to porous structures.
  • Technical safety measures were ignored, and the site is filled with construction and domestic waste.
  • Mandatory execution documents were not completed on time.
  • Instructions to fix issues and halt construction were disregarded, and the company continued work independently.
  • Similar violations were identified in buildings under construction by “Kapital Qurilish Direksiyasi” LLC in the same neighborhood.
  • Partition walls in the apartments were not securely fixed at the top.
  • Construction areas were not cleared of waste.
  • Open balconies lacked compliance with safety regulations.

Company representatives have been instructed to promptly address the identified issues and violations.

On March 3, amendments were made to the Administrative Code to impose penalties for violating atmospheric protection requirements at construction sites. For sites measuring 500 square meters or more, non-compliance with dust and sand particle containment or emission limits may lead to a fine of 10 times the base calculation amount (3,750,000 UZS). Repeat violations within a year can result in a fine of 50 times the base calculation amount (18,750,000 UZS).
