Tax system simplifications, new electronic SIM cards for tourists, state-covered certificates, sick leave payments and customs duties, higher salaries, child benefits and assistance payments, as well as a 5% increase in customs clearance costs for electronic goods — what will change in Uzbekistan from July 1? QALAMPIR.UZ explains below.

Changes in the tax system

Starting from July 1 this year, the Tax Committee, together with the Ministry of Economy and Finance, must introduce a system for making tax payments and offsetting overpayments and debts through a single treasury account. This was stated in a decree signed after the fifth open dialogue between the President of Uzbekistan and entrepreneurs on August 20, 2025, on measures to implement the set tasks.

According to it, the Treasury under the Ministry of Economy and Finance will have a single account for taxes. When a taxpayer transfers money there, the system will automatically distribute the amount among the required taxes. In other words, an entrepreneur or ordinary citizen will no longer need to apply to the tax authority to transfer an overpaid amount to another tax. Everything will be calculated automatically. However, the Committee has not yet provided full information on this matter.

“Auto-cameral” tax inspections to be abolished

Starting from July 1, 2026, “auto-cameral” tax inspections will be abolished in Uzbekistan. This means that the obligation to submit a revised tax report or supporting documents regarding discrepancies identified during pre-inspection analysis will be canceled.

At the same time, from July 1, a system will be introduced to send notifications to taxpayers with a medium tax risk about identified risks. If the identified shortcomings are eliminated within one month, tax inspections will not be conducted.

Single national tourism platform to be launched in Uzbekistan

Starting from July 1, 2026, a Single National Tourism Platform will be launched in Uzbekistan. This was established in a presidential resolution adopted last November on organizing the activities of the Tourism Committee and rapidly developing the tourism sector.

Through the new platform, when foreign tourists cross the state border, they will be connected to a tourist electronic SIM card and temporarily registered at their place of stay automatically, with their consent. It will also be possible to purchase transport tickets and tickets to museums and other tourist sites online.

The platform will include a digital guide service that provides tourists with information about tourist sites through interactive maps, audio and video guides, and online broadcasts. In addition, citizens will be able to rent out country houses in a simplified manner through the Soliq mobile application.

Temporary incapacity benefits to begin

Starting from July 1, 2026, temporary incapacity benefits will be paid to insured persons in the event of insured cases. On December 17, 2025, the government approved the regulation “On the procedure for assigning and paying temporary incapacity and maternity benefits within the framework of state social insurance.” Under the new procedure, if an employee with at least six months of insurance record receives a sick leave certificate, the employer will pay benefits for the first five days of the calendar year, while payments from the sixth day up to 182 days will be made from the State Social Insurance Fund.

Payments will be calculated proactively, without human involvement, and automatically transferred to the social card. Benefits will be paid in two stages every month: for the first half of the month, by the 25th, and for the second half, by the 10th of the following month. The amount of the benefit will be calculated based on the employee’s average monthly salary and insurance record. In this case, employees with an insurance record of between six months and eight years will be paid 60% of their average salary, while those with more than eight years of insurance record will be paid 80%.

New anti-corruption system

From July 1, a new National Certification Management System against corruption will be gradually introduced in state bodies. First, state bodies assessed as “unsatisfactory” based on the results of anti-corruption work will be transferred to this system. Incentive payments to heads and deputy heads of organizations that fail to introduce the system within the established deadline will be suspended until it is fully implemented. At the same time, a unified system for preventing corruption will be introduced based on cooperation between the Anti-Corruption Agency, law enforcement and oversight bodies, scientific institutions and civil society institutions.

In addition, the Digital Compliance information software complex will be launched on a trial basis. Through it, rapid information exchange will be established among participants of the corruption prevention system. The E-Compliance module will also be launched, fully digitalizing the activities of anti-corruption internal control units of state bodies and organizations.

Local production to be supported

Under the presidential decree “On priority measures to develop local production and industrial cooperation based on a new system,” adopted on February 6 last year, starting from July 1, 2026, entrepreneurs producing competitive products will be supported, while intermediary brokers and dealers will be given the right to participate in public procurement. For this purpose, the responsible authority will form and publish a list of competitive products that create added value for the national economy and are recommended for production. Guaranteed purchase agreements will be signed with entrepreneurs who master the production of goods included in this list. Enterprises producing such products will also receive additional points in the sustainability rating of business entities.

In addition, from this date, raw materials and components imported under approved lists for use in production technological processes within projects included in programs, and which have no equivalents produced in Uzbekistan, will be exempt from customs duties for three years.

Subsidies to be allocated for teachers to obtain national certificates

In accordance with a relevant presidential resolution, from July 1, 2026, to January 1, 2028, the following types of subsidies aimed at improving the quality of vocational education will be introduced using funds from the State Employment Assistance Fund:

  • 50% of expenses incurred by teachers and industrial training instructors to obtain internationally recognized vocational education certificates, as well as national certificates based on a list approved by the Ministry of Poverty Reduction and Employment, but not exceeding 20 times the base calculation amount;
  • 30% of the cost of purchased assessment tools for entrepreneurs who establish qualification assessment centers, but not exceeding 200 times the base calculation amount.

Obtaining construction permits and connecting to utility networks to be simplified

Starting from July 1, 2026, the processes of obtaining construction permits and connecting to electricity, gas, water and sewage networks will be simplified, with all services provided based on a single application. This was stated at a video conference chaired by President Shavkat Mirziyoyev on April 14 this year on work being carried out in housing construction and urbanization and future priorities. During the meeting, it was criticized that citizens and entrepreneurs had to submit separate applications, first to obtain design permits and then to develop architectural planning assignments, spending months on the process. It was noted that in Tashkent, the time for approving documents had been reduced three to four times after two services were reviewed in one stage, and instructions were given to introduce this experience in all regions of the country from July 1.

The meeting also set the task of abolishing the mechanism of applying separately to each utility organization to obtain technical conditions for connection to electricity, gas, water and sewage systems. From July 1, it should be possible to obtain technical conditions for all utility networks through one application and one payment. These measures were later formalized and given legal force by a relevant presidential decree on June 4 this year.

Five-percent duty on imported smartphones and laptops

According to the presidential resolution “On measures to create favorable conditions for the further development of e-commerce in the Republic of Uzbekistan,” adopted by President Shavkat Mirziyoyev on April 13 this year, from July 1, a single 5% customs payment will be introduced for the online purchase of certain household appliances and electronic goods from abroad.

According to the document, this applies to goods such as smartphones, laptops, tablets, speakers, mixers, juicers, hair dryers, electric kettles, multicookers, irons and others. For 30 categories of goods, including clothing, shoes, watches, memory devices, chargers, flashlights, headphones, monitors and projectors, and video game consoles, value added tax and a 3% customs duty will be paid.

In addition, restrictions will be introduced on bringing internationally registered well-known brand goods, meaning official brands, into Uzbekistan and selling them through “bypass” channels. More specifically, placing such goods in bonded warehouses and then selling them through special online platforms will be prohibited.

Energy efficiency requirement

From July 1, newly constructed and renovated buildings of state bodies and state enterprises must meet at least category “C” energy efficiency standards. This means such buildings must comply with standards requiring lower consumption of electricity, gas and heat energy. However, saving electricity and natural gas by disconnecting consumers from the network or imposing restrictions will not be allowed. The relevant presidential decree was adopted on April 29 this year.

Tax relief

Based on the decree “On creating more favorable economic and administrative conditions for the growth of small business entities,” signed by President Shavkat Mirziyoyev on May 29 this year, starting from July 1, 2026, the Tax Committee will fully automate the process of reactivating operations on taxpayers’ bank accounts when explanations and/or corrections are submitted in response to a cameral tax inspection request. In other words, if a bank account was suspended due to a tax-related issue, and the taxpayer later submits the documents or explanations required by the tax authority, the account will automatically resume operations.

Higher child benefits and minimum wages

According to Defense Minister Shukhrat Kholmukhammedov, who spoke on the Axborot 24 program, the salaries of civilian employees of defense affairs bodies will be increased by 20% from July 1 this year.

In addition, from July 1, 2026, pensions and benefits, as well as child benefits and financial assistance payments to families included in the Social Register, will be increased by 7%. This is established in the presidential decree “On increasing the amount of wages, pensions, scholarships and benefits.”

Accordingly:

  • the minimum old-age pension will be 983,000 soums per month;
  • the minimum disability pension will be 1,083,000 soums per month;

the monthly amount of child benefits for families included in the Social Register will be:

  • 386,000 soums for one young child under the age of three, and 295,000 soums for one child aged between three and 18;
  • an additional 177,000 soums for the second child in the family;
  • an additional 118,000 soums for the third and each subsequent child in the family;
  • the monthly amount of financial assistance for families included in the Social Register will be set at 450,000 soums.

At the same time, from July 1, the base amount for calculating pensions will be set at 504,000 soums per month.
