Subsidies to be provided for teachers to obtain national certificates

Subsidies will be allocated to teachers to help them obtain national and international certificates. This is stipulated in the presidential resolution adopted on February 5 this year, titled “On Measures to Increase Household Incomes, Create Sustainable Jobs, and Reduce Poverty in 2026 Through New Approaches to Regional Development.”
According to the resolution, starting from March 1 this year, based on conclusions issued by the “mahalla seven,” works will be carried out to insulate the walls and roofs of households included in the Social Register that have a member with Group I disability and no able-bodied family members. These works will also include the installation of energy-efficient windows and doors, as well as solar panels or solar collectors.
From March 1, 2026, loans under family entrepreneurship development programs will be provided at an annual interest rate of 12 percent in districts classified as having severe socio-economic conditions.
Starting from March 1, 2026, women’s activists and youth leaders will be appointed and dismissed by district and city mayors.
From July 1, 2026, to January 1, 2028, the following types of subsidies aimed at improving the quality of vocational education will be introduced at the expense of the State Employment Promotion Fund:
Teachers and masters of industrial training will be reimbursed 50 percent of the costs incurred for obtaining internationally recognized vocational education certificates, as well as national certificates approved under a list established by the Ministry of Poverty Reduction and Employment, but not exceeding 20 times the basic calculation amount.
Entrepreneurs who establish qualification assessment centers will be reimbursed 30 percent of the costs of purchased assessment tools, up to a maximum of 200 times the basic calculation amount.
It is worth noting that earlier, the deadline for foreign language teachers working in general education schools to obtain at least a B2-level national certificate or an equivalent international language certificate was extended until the beginning of the 2026–2027 academic year.
