Subsidies will be provided to members of low-income families to support their contributions to the charter funds of agricultural cooperatives. This initiative is part of the Presidential Decree "On Measures to Ensure Employment and Reduce Poverty in 2025," adopted on January 17.

According to the decree, solar photoelectric plants with capacities ranging from 180 to 500 kW will be established through cooperation in 300 neighborhoods categorized as high-need areas.

From April 1, 2025, to January 1, 2028, social tax and income tax rates for newly established agricultural cooperatives and those focused on medicinal plant cultivation and processing will be set at just 1%. Additionally, the income tax for individuals employed in these sectors will also be reduced to 1%.

Subsidies of up to 10 times the basic monthly salary will be allocated to members of families registered as low-income, enabling them to contribute to the charter funds of agricultural cooperatives.

A cluster of creative industries will be established by December 1, 2025, based at the Tashkent College of Personnel Management and Labor Protection.

Vocational Skills Centers:

- Starting February 1, 2025, a targeted training system will be introduced for the unemployed, including members of low-income families. This system will cater to high-demand professions in the labor market, based on requests from employers and commercial banks.
- Beginning March 1, 2025, a digital control system will be implemented to monitor vocational training and employment processes.
- From April 1, 2025, training courses will be offered for 12 new professions.

Additionally, the regulation "On the Procedure for Attaching Active Luminaries to Poor Families and Involving Them in the Formation of a Healthy Lifestyle and Social-Spiritual Environment in the Neighborhood," approved on December 27, 2024, outlines that five poor families will be connected based on their place of residence.

On December 13, 2024, President Shavkat Mirziyoyev led a video conference discussing the work in the field of social protection and the priorities for 2025. He announced that an additional 185 billion sums would be allocated to the Medical Insurance Fund in 2025, aimed at supporting surgical operations for people in need.
