13169A video depicting the brutal beating of students by the director of the 38th general education school in the Altinkol district of Andijan has emerged on social media, prompting a swift response from the Regional Department of Preschool and School Education.
In light of the incident, a working group has been established by regional officials from the Ministry of Preschool and School Education to investigate the matter. This investigation is being conducted in collaboration with relevant organizations and law enforcement agencies, with plans to provide detailed findings upon completion of the inquiry.
The department has issued a strong condemnation of any form of violence, emphasizing the necessity of adhering to pedagogical ethics in teacher-student relationships.
"At this point, the Department of Pre-School and School Education of Andijan region strongly condemns any kind of violence and informs that it is necessary to observe the rules of pedagogical ethics in the relationship between teachers and students," stated the department in their response.
According to the "Internal Rules and Ethics of General Secondary Education Institutions," which were approved by ministerial order in July 2022, educators are mandated to respect the personalities and dignity of their students. Discrimination or exclusion of students without just cause is prohibited, as is the practice of detaining students in the classroom after the exit bell rings.
In cases of student misconduct, the guidelines suggest documenting reprimands in either paper or electronic diaries, placing repeat offenders on an internal control list, and involving parents in discussions regarding behavioral issues. In previous incidents, such as one at school No. 5 in Andijan City, the principal had employed punitive measures like a sit-to-stand exercise for students arriving late.
