Schoolgirl in Almazar becomes pregnant by stepfather

Underage students in two schools in the Almazar district of the capital Tashkent became pregnant. One of them is a student in the 8th and the other in the 9th grade. One of them is said to be pregnant by her stepfather.

QALAMPIR.UZ contacted the Children's Ombudsman Surayyo Rakhmonova to find out.

At the beginning of the interview, Rakhmonova reminded that the media coverage of this case is ethically contrary to the honor and dignity of children and can negatively affect their mental state. However, she agreed with QALAMPIR.UZ that this information should be disclosed, since in recent years, it is precisely the Almazar district that has recorded a high rate of sexual violence and pregnancy among underage girls.

The Children's Ombudsman confirmed one of the two cases cited by QALAMPIR.UZ. According to her, the incident in which the student became pregnant by her stepfather really happened. The girl is only 14 years old.

The case became known in December 2024, and at the end of December, the prosecutor's office initiated a criminal case under Part 3 of Article 128 of the Criminal Code (Sexual intercourse with a person under the age of sixteen), conducted preliminary investigative actions, and sent the case files to the Internal Affairs Directorate. The stepfather was taken into custody as a precautionary measure.

“The Children's Ombudsman will continue to monitor the legality of this case and its conduct in the interests of the child. The progress of the criminal case is under the control of the Tashkent City Prosecutor's Office,” says Surayo Rakhmonova.

In this regard, let's look at the penalties established in Part 3 of Article 128 of the Criminal Code (Sexual intercourse with a person under the age of sixteen). Sexual intercourse with a person under the age of sixteen or the unnatural satisfaction of sexual needs:

a) repeatedly, by a dangerous recidivist or by a person who has previously committed crimes provided for in Articles 118, 119, 121 and (or) 129 of this Code;

b) against a close relative or a person living together on a household basis;

c) by a person who is responsible for the upbringing, education and (or) care of the victim, as well as by an employee of an educational, upbringing, medical or other institution that is legally responsible for caring for the victim, shall be punishable by imprisonment for a term of eight to ten years.

In this case, it is unclear to us whether the student was raped by her stepfather or whether there are other details of the case. According to the Children's Ombudsman, Article 128 of the Criminal Code was introduced during the preliminary investigation. It is possible that additional articles will be added or reclassified based on circumstances identified during the investigation.
