UzLiDeP proposes to start constitutional reform

The Liberal Democratic Party faction in the Legislative Chamber of the Oliy Majlis (Parliament) of Uzbekistan proposed to start the process of reforming the constitution.  This was announced today May 16, at a meeting of the party’s faction.

“The faction members stressed the role and importance of the constitution in public life and expressed a clear position on its adaptation to today’s realities, creation of a more solid legal basis for the development strategy of New Uzbekistan”, – the party’s report says.

Based on the above, as the initiative to improve the constitution of the Republic of Uzbekistan is in line with the goals, objectives, and election programs of another leading faction in the Legislative Chamber – the Democratic Party "Milliy Tiklanish” (national recovery), at a meeting of the UzLiDep faction an initiative was put forward to discuss the relevant issue at a joint meeting of these factions.

It should be noted that in his congratulatory message on the occasion of Constitution Day on December 7, 2021, President Shavkat Mirziyoyev listed 9 cases that will lead to changes in the constitution:

• to change the old principle of «state – society – person» to «person – society – state», to consolidate it in national legislation and judicial practice;
• that ensuring human interests should be the main criterion in the process of economic reform;
• constitutional consolidation of the role and status of civil society institutions in our constitution within the framework of the noble idea of «Society is the initiator of reforms»;
• determination of the constitutional foundations for the development of the family institution, the transfer of noble universal human values to future generations, and the further strengthening of interethnic harmony;
• reflecting at a constitutional level, the state policy in the field of youth, the issue of comprehensive support for boys and girls, their rights and duties in order to fully ensure the rights and interests of young people;
• affirmation of the principle of «New Uzbekistan – Social State» as a constitutional norm;
• addressing the prevention of child labor, the effective protection of the rights of persons with disabilities and the elderly at the constitution;
• introduce legal norms on environmental issues into the constitution of the Republic of Uzbekistan;
• constitutionalizing the matters of the development of the kindergartens, schools, higher education institutions and science, the four cornerstones of the third renaissance.
