Applications for Umrah licenses now open  

The Committee for Religious Affairs has announced the start of applications for business entities seeking Umrah licenses.  

In accordance with a resolution adopted by the Cabinet of Ministers on October 12, 2024, aimed at improving the organization of Umrah pilgrimages, the Committee for Religious Affairs has been designated as the official licensing authority. Licenses are issued exclusively to legal entities as individual permits for organizing and conducting Umrah pilgrimages.

1. Application form – must include:  
   - name and legal form of the entity  
   - address and VAT number  
   - bank details  
   - consent to comply with licensing conditions  
   - full name, birthdate, address, and passport details of the business entity’s head and employees  

2. Financial guarantee – proof of a deposit equivalent to at least $1 million in the “Ziyarat” Fund of the Committee for Religious Affairs.  

3. Religious guidance agreement – a copy of an agreement with the Muslim Board of Uzbekistan to involve a qualified religious specialist as a group leader for pilgrims.  

4. Saudi partner agreement – a copy of an agreement with an organization licensed by the Saudi Ministry of Hajj and Umrah for providing Umrah services.

5. Airline agreement – a copy of a contract with an airline for the transportation of pilgrims.  

6. Facility information – proof that the business operates in a modern, well-equipped facility to ensure quality service for pilgrims.  

7. Insurance policy – a copy of a valid civil liability insurance policy.  

Application fees and deadlines:

- the fee for application review is three times the basic calculation amount.  
- the state duty for license issuance is ten times the basic calculation amount.  
- applications will be accepted from March 7 to April 7 until 18:00.  

It is worth noting that on October 9, 2023, the Cabinet of Ministers adopted Resolution No. 300, introducing new licensing conditions. Following this decision, 12 tour companies were selected as official Umrah organizers, including six companies in Tashkent, three in Namangan, and one each in Khorezm, Fergana, and Andijan regions.
