Will To'ra Bobolov be subject to prosecution? What assignment did Umurzakov give?

It has been proven that To’ra Bobolov, governor (khokim) of the Surkhandarya region, mistreated the prosecutor of the Angor district, insulted him, and illegally interfered in his work.  According to the results of the examination, audio records, which were said to have been allegedly edited by the administration, were revealed to belong to To’ra Bobolov.  This was discussed yesterday 27 September, at a meeting of video selector led by the Chairman of President’s administration  Sardor Umurzakov.

In particular, the Chairman of the Presidential administration addressed the Governor of the Surkhandarya region and said:

“To’ra Abdiyevich, you are not a good example for many district governors and sector leaders.  I have to tell you this today in front of everyone.  You said the audio record was edited.  What appeared on the internet, you called it something else, it all was expertly edited.  It’s all about what you said.  Today, on behalf of our esteemed president, a decision was taken to impose a fine of 40% of your salary.

In addition, at the meeting, Umurzakov addressed the First Deputy Adviser to the president of the Republic of Uzbekistan on Civil Service and Interaction with Representative Authorities Kahramon Kuronbayev and instructed him to go to the region (Surkhandarya) tomorrow, and if necessary, to initiate criminal proceedings. However, he did not specify who should be prosecuted.

“Kahramon Kochkarovich, you are given a task, tomorrow you will form a group, and you will be the leader.  In general, the situation is not good, it needs to be regulated, and if necessary, it should be brought to justice.  It is necessary to lift everything up, make it clear what is black and what is white, to restore order, and reveal who is guilty, to bring all the guilty to criminal responsibility.  This will be provided by the Attorney General’s Office.  You will return after you have made an unbiased assessment, in a week you will provide me with information, and we will send the information to our respected president," - said Umurzakov.

Bobolov who likes scolding

In mid-August, a social network stirred up an audio recording full of insults and curses allegedly related to To’ra Bobolov who is a governor of the Surkhandarya region.  It is reported that To’ra Bobolov’s telephone conversation with the prosecutor of the Angor district was recorded.

The audio recordings show that the prosecutor was involved in the investigation to question the employees or leaders of the organization suspected of stealing the state budget.  On the phone, he was ordered to re-examine the situation.  The prosecutor did not like it.  Then watch the show.  Insults and disgusting words. You must have heard what came out of the governor’s mouth.  The press service of the khokimiyat of the Surkhandarya region handed down an acquittal on the audio recording.  They said it was recorded during the meeting.

Indeed, during the discussion of the issues put on the agenda of the meeting, the head of the region critically discussed and reprimanded the sectoral leaders of the Angor district for mistakes and shortcomings made by the district in terms of investment, export and tax revenues.  Including the district prosecutor, the governor of the region was forced to speak in a nervous state, as the meeting critically took place.

“If the results of the research will be found illegal, situations in audio material were cut and edited from this meeting and interpreted differently, we are ready to consider it by the law," – the report said.  Here questions rise.  Which one?  What are you saying?  Why does the governor say to hang up in the middle of a conversation?  Are telephone meetings held in the Surkhandarya region?

Following discussions on social media, the Office of the Attorney-General reported that it had begun to verify the authenticity of audio recordings, when, where, and under what circumstances they had occurred, and other circumstances.
