Law enforcement and a woman with children: Tashkent incident explained (video)

Yesterday, March 12, Irina Matviyenko, the founder of the “NeMolchi” project, posted a video on her Instagram page showing law enforcement officers bringing a woman with children in a patrol car. The woman resisted getting out of the car, and a traffic officer forcibly removed her. The Tashkent City Department of Internal Affairs has stated the incident.

According to the report, on March 11 at approximately 9:30 PM, in the Mirobod district, a woman identified as X.A., born in 1989, was found engaging in begging while neglecting the well-being and education of her three children, aged 10, 5, and 3. X.A. had previously been held administratively liable under Articles 47, 161, 183, and 1883 of Uzbekistan’s Administrative Responsibility Code.

To stop this violation and take legal action, patrol officers brought the woman to the nearest police station. However, the woman did not comply with the lawful demands of the officers and disrupted public order.

As a result, the Mirobod District Department of Internal Affairs filed administrative protocols against X.A. under Article 183 (Petty Hooliganism), Article 1883 (Begging), and Article 194 (Failure to Comply with Lawful Demands of Law Enforcement Officers) of Uzbekistan’s Administrative Responsibility Code.

To protect the rights of the three minors and provide social assistance, measures are being taken to place them in the Tashkent City Department of Internal Affairs’ Social and Legal Assistance Center for Minors. A service investigation has been initiated to evaluate the actions of the officers depicted in the video.
