In Surkhandarya, disciplinary action was taken against the major who tore off the sergeant's badge and insulted him (video)

A video showing a dispute between employees of the Road Patrol Service (RPS) in the Surkhandarya region circulated on social networks. To clarify the situation, QALAMPIR.UZ reached out to the press service of the regional Road Traffic Safety Department.

It was reported that Major Bakhtiyor Izbosarov, the deputy commander of the RTSD, was reprimanded for insulting a chief of staff. The incident in the video took place a year ago, on August 29, 2023.

"During the pre-service briefing held with RPS employees at the Surkhandarya Region MIA RTSD, a dispute occurred between the deputy commander, Major Bakhtiyor Izbosarov, and the inspector of the 1st mobilization group, Commander Jalal Abdurahmanov. A service inspection has been conducted following the established procedure," said the official statement.

In the video, which sparked widespread discussion, Izbosarov can be seen insulting a senior official of internal affairs. In response, Sergeant Abdurahmanov asked the major to refrain from using profanity. Izbosarov then pushed Abdurahmanov with his shoulder, prompting other staff members to intervene and separate them.

The major also demanded that the sergeant hand over his badge and ID card, while the sergeant remarked that the major would have to answer for damaging his badge.

Additionally, the video reveals that Major Izbosarov penalized employees at least three times a day for various violations, including those covered under Article 135 of the Code of Administrative Responsibility (driving without the required documents). Izbosarov instructed RPS employees that each inspector must issue penalties to at least six vehicles per day.

"If you issue more, it's for yourself, but it cannot be less than three. Each inspector must enter at least six vehicles in the penalty area daily," Izbosarov said.

It is worth noting that earlier, RPS employees were informed that the authority to impose fines could be revoked at the scene of an incident.
