In Khorezm, it was revealed that the heads of the Department of Justice and Emergency Situations had sexual relations with the girls of the House of Mercy

In one of the regions of Uzbekistan (it is said to be the Khorezm region), the head of the Family Orphanage chose 3 girls under his care and forced them to have sex with different men for 10 months (May 2021 – February 2022).  This was reported by the Nemolchi.uz project.

At the beginning of May 2021, the head of the orphanage selected a girl who was not yet 16 years old at that time, and forced her to have sex with one of her acquaintances.  Despite the girl’s resistance, the headmistress began to beat the girl’s younger brother in front of the other children.  After breaking the girl’s will, the headmaster forced her to sleep with the men he told her.

The head of the regional justice department promised to use his authority to solve the problems of the director, and in April 2021, presented him with a printer as a donation (the device was on the balance sheet of the regional justice department, it was used, and later it became unusable.)  A few weeks after such a “donation”, the man demanded the head of the orphanage give him a girl to satisfy his sexual needs.  Then the head chose a 17-year-old orphan girl and isolated her from other children by starving her and forbidding her to go outside.

Then, the head of the regional justice department told her that he had to have sex with her because he bought her sports shoes worth 250,000 soms.  The man used the apartment allocated by the Department of Justice to employees of the regional Department of Justice to have sex with the girl.

A month later, in June 2021, he again demanded a girl from the manager and had sex with a 15-year-old girl in the same apartment.  Before long, another “victim” was brought to the same apartment, and she was also forced to have sex – this was a 16-year-old school student.  The events were repeated over and over again, and for ten months, the office building of the regional justice department served as a sex site.

The head of the district department of the Emergency Situations Department was not left behind by the previous official and said that he will help the head of the Mercy House to solve his problems.  At the beginning of May, as a sponsor, he donated a sofa, a wardrobe, a kitchen table for children and brought various sweets to the children.  In return, at the beginning of June 2021, he also demanded a girl for sex and had sex with the aforementioned 17-year-old orphan girl in the dormitory of the orphanage.  At the end of June, he gave 200,000 soms to the head of the orphanage and demanded to be with this girl again.  Then he brought food and drinks to the orphanage and forced a 15-year-old girl to have sex with him in return.  The girls were forced to have sex with him several times. “We don’t describe who and how they had sex with these girls, they were not ashamed at all because they were underage and dependent, that is, the girls could not give their consent to sex.

Underage girls, who were supposed to be taken care of by the officials, were left completely defenseless.  If a leader forces them to “sleep” with officials who have connections and powers, who can they complain to?  If these girls went to the internal affairs or prosecutor’s office, who would listen to them?  The psyche of the girls was broken, they were betrayed by the state, they were allegedly sold as commodities.  Of course, during the trial, all the defendants said that the girls did it of their own free will, no one forced them.  However, nobody asked the girls themselves the question, whether these girls had freedom of choice...” the source wrote.

In September 2022, the court of first instance found them guilty of the following crimes:

The head of the local family orphanage of the Criminal Code, Article 135, Part 3, Clause “a” (trafficking committed against a person who is known to the perpetrator to be under the age of 18), Article 167, Part 2, Clause “g” (O’  embezzlement or embezzlement) and found guilty of committing the crimes provided for in Article 209, Part 1 (Professional Fraud).  The court sentenced him to 5 years of imprisonment.

The head of the regional department of justice and the head of the district department for emergency situations in Article 128 (sexual intercourse with a person under the age of sixteen) and 128-1 (sexual intercourse with a person under the age of sixteen) of the Criminal Code  having sexual relations with a person under the age of eight years by giving material values or obtaining a property interest) was found guilty of committing the crimes provided for.  Both of them were sentenced to 1.5 years of imprisonment: during this time they are under house arrest from 22:00 p.m. to 06:00 a.m.  Also, it is forbidden to change the place of residence and leave the borders of the district of residence without notifying the probation authorities.

In December 2022, the appellate court upheld the verdict.

“According to the law, the officials were sentenced to one and a half years of imprisonment.  Is the punishment sufficient for them in the case described above?  Unfortunately, even among the officials, there are those who believe that there are underage girls who are corrupt, who want to hang out with men and have sex.  “No one wants to think about the reasons,” Nemolchi wrote.
