Land was allocated for the China-Kyrgyzstan-Uzbekistan railway construction

Land has been officially allocated for the construction of the China-Kyrgyzstan-Uzbekistan railway, which began in October 2024. The decision was formalized by Akilbek Japarov, the Head of the Presidential Administration of Kyrgyzstan.  

The resolution authorizes the reclassification of 44.29 hectares of land in Jalalabad from agricultural and water fund categories to the "land for industry, transport, communications, energy, defense, and other purposes" category. The breakdown of reallocated land is as follows:  
- 36.55 hectares of irrigated arable land  
- 7.54 hectares of fallow land  
- 0.2 hectares of swampland  

The Jalalabad city administration has been instructed to amend land registration documents and facilitate the replacement of private plots with equivalent plots from the State Fund of Agricultural Lands. Urban development documents must be updated to comply with relevant legislation. In cases of improper use or underdevelopment, the land will be subject to withdrawal.  

The China-Kyrgyzstan-Uzbekistan railway project was first agreed upon in September 2022. The 454-kilometer railway is a key international project connecting the three countries.  

To finance Uzbekistan's share in the project, the Fund for Reconstruction and Development of Uzbekistan was instructed to allocate a $255 million loan to the Uzbek Railways company. By the end of 2024, $14 million of this loan is set to be disbursed. The loans, which have a 5% annual interest rate, will be granted for a 15-year period, including a 7-year grace period.  

As per the agreement signed on June 6, the project company will be owned by China (51%), with Uzbekistan and Kyrgyzstan each holding a 24.5% stake. The total authorized capital of the project company amounts to $1.04 billion. In September 2024, the China-Kyrgyzstan-Uzbekistan Railway Company LLC was established in Bishkek, Kyrgyzstan.
