2018Children from poor families will be admitted to state kindergartens on a preferential basis, as stated in the President's decision regarding the initial measures for implementing the program "From Poverty to Prosperity."
The program "From Poverty to Prosperity" is set to be launched, with a republican commission established to oversee its implementation.
According to the decision, the following actions will be taken:
- Starting January 1, 2025, children from poor families will receive preferential admission to state preschool educational organizations.
- Beginning in the 2025/2026 academic year, the living expenses of children from low-income families residing in student accommodations at higher education institutions will be covered by the State budget.
- From 2025 onward, the "El-Yurt umidi" Foundation will provide special quotas for children from poor families.
Additionally, based on recommendations from the heads of JSC "Khalqbank" and "Mikkreditbank" ADB, the following financial support measures will be implemented:
- Poor families will be granted a 5-year loan, with a 2-year grace period, which will be collateral-free and interest-free, specifically for the purchase of laptops.
- Unsecured, interest-free loans will also be available for up to 30 million sums to assist in purchasing small production equipment, mobile stores (food trucks), scooters, and other essential tools to initiate business activities, with a repayment period of 5 years.
It is important to note that, starting December 1, 2024, the National Agency for Social Protection will create a register of poor families. This will follow a comprehensive study of the social conditions and causes of poverty among families conducted by the "Mahalla yettiligi."
