Bobur Bekmurodov, the chairman of the national movement “Yuksalish”, proposed to introduce the practice of chemical and physical castration of pedophiles into the legislation.  He wrote about it on his Twitter page.

The fact is that yesterday, on 27 February, in the faction of the Legislative Chamber of the Oliy Majlis, a discussion “In connection with the further improvement of the system of reliable protection of the rights, freedoms and legal interests of women and children, it is only right to introduce changes and additions to some legal documents of the Republic of Uzbekistan.”  was held.  The bill will be considered in the first reading today, 28 February, at the plenary session of the Legislative Chamber of the Oliy Majlis.

Bobur Bekmurodov, who expressed his opinion on punishment measures for those who commit violence against women and children, wrote:

“The practice of chemical and physical castration of pedophiles must be included in the legislation.  No matter how many sentences are increased, the risk of recidivism remains.  If a 20-year-old man commits pedophilia, he will be 35 after imprisonment for 15 years.  He may commit this crime again.  Pedophilia is a disease!”  says the chairman of “Yuksalish”.

However, the deputy of the Legislative Chamber of the Oliy Majlis Odiljon Tojiyev strongly rejected his proposal, saying that this proposal has weak sides.

“I think it’s enough if the sentence is served from the beginning to the end!”  The proposal you are making has weak sides,” said the deputy.

Bekmurodov added that the practice of physical mutilation is not applicable to everyone.

“Inclusion of the measure of chemical and physical mutilation in the law does not mean that this measure will be applied to everyone.  In other words, it can be applied to criminals whose guilt has been proven with clear evidence and psychological diagnoses have been made,” said Bekmurodov.

Odiljon Tajiyev continued to oppose the “reluctant” proposal of the leader of the “Yuksalish” nationwide movement and said:

“A criminal who knows that he will receive such an additional punishment will try harder to hide his guilt.  As a result, the victim's life may be in danger.”  The chairman of “Yuksalish” insists on the value of his opinion and says that many people still see pedophiles as ordinary criminals, and pedophilia is a serious disease.

He said that pedophilia is a serious disease and it has been confirmed by the World Health Organization.  A pedophile also has no control over what he is doing and will most likely continue to commit crimes over and over again.

Deputy Odiljon Tojiyev said that the crime is not of ordinary quality, all crimes are serious and partially agrees with Bekmurodov’s opinion that pedophilia is a disease.

He also addressed the chairman of “Yuksalish” with the question: “What will be achieved by applying chemical castration to a person who has committed sexual violence?”

“In my opinion, petty bullying is a simple crime.  Pedophilia is a crime caused by a disease.  Chemical castration (castration) is used to suppress lust, and physical castration is used, for example, to completely eliminate the risk of recidivists.  This is medically proven,” concluded Babur Bekmurodov.

Hikmatilla Ubaidullayev, the leading adviser of the Communication and Information Policy Department of the Administration of the President of the Republic of Uzbekistan, who joined the argument of the deputy and the leader of “Yuksalish”, writes that chemical castration (cutting) is not an effective solution to the problem of pedophilia.

“Chemical castration is not an effective solution to the problem of pedophilia.  This medical intervention does not solve the problem of mental disorder, nor does it exclude the possibility of the offender committing a crime.  In addition, this is an expensive and long-term measure that does not guarantee the prevention of crimes,” said Hikmatilla Ubaidullayev.

It should recalled that on 31 January of this year, the body of a 12-year-old girl with signs of violence and murder was found in the Yangihayat district of Tashkent.  The suspect is a 29-year-old man who performed repairs in the house of the deceased in the summer months of 2022 as a hired worker.
