The Agency for the Development of the Pharmaceutical Network is transferred to the structure of the Ministry of Health Society

The Agency for the Development of the Pharmaceutical Network was transferred to the structure of the Ministry of Health. This is stated in the President's decree "On measures to further improve the activity of the Ministry of Health".

According to it, from January 1, 2024, the State Medical Insurance Fund will also be transferred to the Ministry of Health. By the end of 2026, it was decided that medical insurance will be fully introduced throughout the republic.

From January 1, 2024, the State Fund for the Development of Medicine, which does not have the status of a legal entity, will be established under the Ministry of Health by merging the following:

•    Fund to support recovery of patients suffering from oncohematological and difficult-to-treat diseases;
•    Ambulance Development Fund;
•    Fund for the support and attraction of talented and qualified medical specialists to medical institutions;
•    Fund for supporting children with spinal muscular atrophy.

Funds for the development of medicine are used for:

•    strengthening the material and technical base of health management bodies and state medical institutions in the system of the Ministry of Health, purchasing software products and providing technical service to information and communication networks;
•    purchase of medical equipment, computers, tablets, multimedia and network devices, software, wide introduction and development of information and communication technologies;
•    financing expenses related to the training and retraining of employees of health management bodies and state medical institutions of the Ministry of Health abroad, as well as the involvement of foreign specialists for the organization of education, training and exchange of experience in the republic;
•    financing of activities aimed at strengthening the personnel capacity of health management bodies, as well as institutions and organizations within the system of the Ministry of Health;
•    attracting specialists, including foreign specialists, to perform highly technologically complex operations on oncohematological and difficult-to-treat diseases;
•    attracting local and foreign experts and consulting organizations, organizing and financing the activities of an expert group for the implementation of large-scale tasks in the field of health care;
•    capital and current repair, construction and reconstruction of relevant medical facilities, purchase of equipment, medicines, medical supplies, laboratory reagents and other consumables for providing medical assistance to patients suffering from oncohematological and difficult-to-treat diseases;
•    Reimbursement of expenses related to conducting surgical operations in foreign countries for seriously ill orphans and children deprived of parental care based on the list approved by the Ministry of Health;
•    Reimbursing the costs of purchasing high-tech diagnostic and treatment-prophylactic services of state and non-state medical organizations in the territory of the republic for patients suffering from oncohematological and difficult-to-treat diseases;
•    Organization of training, retraining and internship of employees of the Ministry of Health system, including covering expenses related to their visits to foreign countries, participation in conferences, seminars and other events held outside the territory of Uzbekistan, organization of sending them on business trips;
•    financing the costs of paying special scholarships to talented students of higher and secondary medical educational institutions;
•    Reimbursement of expenses related to the organization and support of the activities of the Medical Development Fund and its directorate, institute and its regional divisions;
•    Funding of other activities aimed at fulfilling the tasks assigned to the Ministry of Health and expenses related to the implementation of reforms in the health sector.
For information, the Pharmaceutical Network Development Agency was transferred from SSV to the Ministry of Investments, Industry and Trade during the administrative changes at the end of last year.
