Yesterday, on August 21, the government's decision titled 'On Additional Measures to Ensure Traffic Safety in Vehicle Transportation' was adopted. This was reported by the Ministry of Justice.

According to the decision, intercity, interregional, and international regular routes are now allowed to transport passengers at night without the accompaniment of law enforcement bodies, provided that the buses are equipped with devices for monitoring the drivers' work and rest schedules.

Starting from January 1, 2024:

- The working hours of drivers of intercity, interregional, and international passenger transport vehicles will be calculated based on the tachograph indicators from tables, road sheets, and ticket registration forms.
- Inspectors responsible for monitoring compliance with the work and rest schedules will be equipped with the necessary devices.

The decision also includes the development of a draft law, which outlines the preparation of a report and the determination of administrative responsibilities by the Transport Control Inspection staff in cases of passenger transportation rule violations and non-compliance with work and rest schedules.

Furthermore, the decision introduces the following procedures:

- Transport of scattered (unpackaged) construction materials, agricultural products, industrial and food goods, construction and household waste, as well as other spillable loads (excluding hot asphalt, large-sized, and heavy loads) with flatbed and tipping motor vehicles of types N, O3, and In O4, is permitted. This transport must have a tarpaulin or polyvinyl chloride coated material tent that is securely fixed to the sides without raising the board's level, and the surface must be completely covered.

- Starting from September 10, 2023, JSC 'Uzbekistan Railways' will allow local cargo (coal, lignite, coke, ore, and ore concentrates) to be transported by rail with open-type wagons. Transporting cargo with a tarpaulin or polyvinyl chloride coated material covering will also be permitted.

A reminder that as of August 8 this year, 8 buses serviced by the bus depots of 'Toshshahartranskhizmat' JSC were exempted from the 'daily plan payment' system. Additionally, as an exception based on President Shavkat Mirziyoyev's order, free blacking has been permitted to create comfort for passengers, conserve fuel and electricity used for cooling bus and electric bus interiors.
