Official receives warning for claiming state budget isn't public property

Earlier, the head of the Department of Justice of Kashkadarya Region, Salohiddin Nuriyev, stated that he was against discussing the activities of civil servants. After this situation sparked considerable discussion, Deputy Minister of Justice Alisher Karimov announced that the activities of Nuriyev would be investigated and legally assessed. It has now been revealed that a disciplinary measure was applied to Salohiddin Nuriyev. This information was reported by the Ministry of Justice of the Republic of Uzbekistan.

It was found that during the question-and-answer segment of a press conference, a blogger asked about the appropriateness of discussing the activities of state bodies, organizations, and officials on social networks during their service activities. In response, Nuriyev expressed the opinion that "it is wrong to discuss civil servants on social networks." He also shared his thoughts on terms like "people's money" and "state money."

Salohiddin Nuriyev stated that he explained the concept of "people's money" from a legal perspective. Additionally, he confirmed that, although not prohibited by law, he believes "discussing civil servants is wrong."

Nuriyev clarified that his opinion was based on the model rules of ethics for state civil servants, which were approved by the Cabinet of Ministers' decision dated October 14, 2022, No. 595.

The study concluded that the head of the department did not rely on legislation and did not take a reasonable and analytical approach to convey his opinions to the public. In some instances, he provided explanations based on his personal views.

"Moreover, the regional Justice Department did not issue a statement after the press conference video was circulated. As a result, it was slow to address and mitigate public reaction," the report states.

The report further notes that the event was organized without sufficient preparation, violating regulations, and lacking moderation. Technical measures for complete recording were also not taken, contrary to ministry instructions on organizing public relations.

Consequently, Salohiddin Nuriyev was subjected to disciplinary punishment in accordance with labor law. Additionally, measures have been determined to prevent such mistakes from recurring in the justice system.
