Passing scores for student transfers officially approved

Starting this year, national and international certificates will be taken into account when transferring studies. The Ministry of Higher Education, Science and Innovation reported this.

According to the ministry, many questions have been received on social media regarding whether national and international certificates will be recognized in the process of transferring studies from foreign and non-state higher education institutions to state higher education institutions.

It was reported that, in accordance with Cabinet of Ministers Resolution No. 299 of June 11 this year, “On approval of the administrative regulations for providing public services for transferring students from foreign and non-state higher education institutions to state higher education institutions,” a procedure has been introduced for applicants transferring from foreign and non-state higher education institutions to corresponding and related bachelor’s degree programs at state higher education institutions.

Under this procedure, applicants who hold national or international certificates in foreign languages and general education subjects will be awarded differentiated or maximum scores in the relevant subjects.

This resolution entered into force on June 12, 2026, and its requirements will also be fully applied during this year’s study transfer process.

Earlier, it was reported that in the 2026-2027 academic year, 12,997 applicants who held national or international certificates in all subjects were exempted from entrance exams and directly advanced to the next stage of the admission competition for higher education institutions.
