Foreign-language bachelor’s graduates exempted from language certificate requirement for master’s admission

In Uzbekistan, students who completed their education in a foreign language will no longer be required to submit a foreign language certificate when applying to the next stage of education. This was stated in Presidential Decree No. 58, “On additional measures to improve the higher education, science and innovation system,” adopted on April 10 of this year.
According to the document, students who completed their academic programs in a foreign language are exempt from submitting proof of foreign language proficiency when applying for further studies. It also introduces a new “5T” principle for sector development: education, upbringing, research, commercialization, and systemic improvement.
In addition, the “New Uzbekistan Scholarship” program will be implemented. Under this program, up to 500 talented foreign citizens will be awarded grants each year, funded from unfilled state-funded quotas in undergraduate programs at public higher education institutions. The grants will cover tuition costs and provide a special stipend.
The document also states that the Center for the Development of Higher Education and Global Cooperation will be established on the basis of the Higher Education Development Research Center under the Ministry of Higher Education, Science and Innovation. Furthermore, starting from the 2026–2027 academic year, the admission of international students will be conducted through the “Study in Uzbekistan” platform. Admission requirements and procedures will be determined independently by higher education institutions.
