Ramzan Kadyrov issues direct threats to Komil Allamjonov and Dmitry Li amid assassination allegations

Uzbek authorities have placed Russian citizens Bislan Rasaev and Shamil Temurkhanov on the wanted list in connection with the attempted murder of Komil Allamjonov, former head of the Information Policy Department of the Presidential Administration of Uzbekistan. The Prosecutor General's Office has issued an official statement regarding the case.

According to the statement, Rasaev and Temurkhanov are accused of illegal entry and exit from Uzbekistan, failure to report a crime, and illegal possession of firearms. Both individuals have been charged in absentia under Uzbekistan's Criminal Code, and a warrant for their arrest has been issued.

The assassination attempt on Allamjonov prompted a response from Chechen leader Ramzan Kadyrov, who made a public statement threatening Allamjonov and Dmitry Liga, director of Uzbekistan's National Agency for Promising Projects.

Details of the assassination attempt

On October 26, at 01:40 AM, unknown assailants fired several shots at a Range Rover driven by citizen S.S. in the Kibray district along Ifor Street. The perpetrators fled the scene, and no injuries were reported.

A criminal investigation has been launched under Articles 25, 97 (Attempted Murder) and 248 (Illegal Trafficking in Firearms) of Uzbekistan's Criminal Code. A special task force, including personnel from the Prosecutor General's Office, military, and various law enforcement agencies, has been formed to investigate the case.

The attempt on Allamjonov’s life is unprecedented in Uzbekistan’s recent history and has sparked widespread concern. In the aftermath, several high-ranking officials were dismissed, including Lieutenant General Abdusalom Azizov, Chairman of the State Security Service (SSS), and key figures from the Ministry of Internal Affairs and Tashkent Police Department.

Though no official explanation has been provided for these dismissals, speculation suggests they may be linked to the Allamjonov investigation. The government has yet to confirm any direct connection between the security personnel changes and the assassination attempt.

Uzbekistan has placed Rasaev and Temurkhanov on Interpol's red list. Interpol involvement:

  • Bislan Rasaev – Born May 26, 1988, in Russia, previously accused of participating in armed conflicts in Ukraine.
  • Shamil Temurkhanov – Born August 10, 1993, in Russia. He is 1.9 meters tall and weighs 90 kg.

Both suspects are considered highly dangerous and are accused of committing severe crimes. Their whereabouts remain unknown.
