Dmitry Li: Latest target in Uzbekistan’s political turmoil

Amidst the news of the attempted assassination of the former head of the Information Policy Department of the Presidential Administration of the Republic of Uzbekistan, Komil Allamjonov, the head of Chechnya, Ramzan Kadyrov, has again made a statement and openly threatened the alleged assassins, Komil Allamjonov and Dmitry Li. On December 26, Kadyrov left a threatening post on his Telegram channel.

“I am observing the spread of rumors by pro-Western media about the discord in the family of the President of Uzbekistan, the esteemed Shavkat Miromonovich Mirziyoyev. More than two months ago, information appeared in Uzbekistan about an attempt on the life of former official Komil Allamjonov. It is difficult to call this an assassination. The media immediately turned to some sources (practice shows that pro-Western media invent these sources), who announced that I was involved in preparing the assassination. I said then, and I say now: if I had prepared it, I would have finished the job that day. You should not have such a bad opinion of me,” Kadyrov said.

He questioned the sudden appearance of Dmitry Li as another failed victim of the same “assassination” two months after the investigation into the case began.

“I think that in addition to a thorough study of this incident, an official investigation is also necessary into the investigators working on this case. I am sure that all this noise is being used by a certain group from within for their long-running behind-the-scenes games.

In any case, I strongly advise all interested parties not to involve Chechen traces in any tricks. As a Chechen, I do not need to do anything to influence Uzbekistan,” the head of Chechnya said.

Ramzan Kadyrov, who is friends with the family of President Shavkat Mirziyoyev, said that everything that is happening is the first alarming and, at first glance, harmless warning about what is being prepared around the current President of Uzbekistan.

“The pro-Western scenarios of color revolutions are different, but they always begin with small clashes, and in this particular case, I see what kind of information attack there is on people loyal to the President, on the reputation of reliable comrades.

Against the backdrop of the hype surrounding the “assassination,” some media outlets are paying attention to another story about the possible claims to power by the President’s daughter and her son-in-law. This, of course, is ridiculous.

Firstly, Shavkat Mirziyoyev’s daughters are not so stupid. Secondly, few people know the character and dedication of Otabek Umarov, who does not call his father-in-law anything other than father. This is a person who is extremely loyal to the President and would not even dream of harming Shavkat Miromonovich. I would have believed that aliens from another galaxy would come to Grozny,” wrote Ramzan Kadyrov.

In his opinion, someone is trying to destroy a good team, to destroy the system. According to Kadyrov, this is a well-thought-out scenario that threatens the country’s leadership, and to deprive the President of reliable people, people loyal to the leadership are being attacked first of all.

“Therefore, as a person who is not indifferent to what is happening, I call on representatives of the esteemed Presidential family to make a statement and put an end to this dirty talk. I recommend that Komil Allamjonov and Dmitry Li not play the role of victims. Whatever you are planning, it is better to stop in time, otherwise, you will have to answer for all the intrigues, slander, and speculation. And now I am talking about the answer according to our traditions,” Ramzan Kadyrov threatened.

Last month, Ramzan Kadyrov denied the reports about his involvement in the assassination of former administration official Komil Allamjonov, calling it a provocation.

Allamjonov's Assassination Attempt

On October 26, at 01:40, while a Range Rover car driven by citizen S.S. was moving along Ifor Street in the Kibray district, two unknown individuals fired several shots at the car from a firearm and fled in an unknown direction. No one was injured in this incident.

The Prosecutor General's Office has initiated a criminal case under Articles 25, 97 (Attempted murder) and 248 (Illegal handling of firearms, ammunition, main parts of firearms, explosives, explosive devices, or explosive devices) of the Criminal Code. An investigative and operational group has been formed consisting of employees of the Prosecutor General's Office, Tashkent regional, Tashkent city, Military, Transport prosecutor's offices, as well as the Ministry of Internal Affairs, regional, Tashkent city DIA, and Customs Committee.

The assassination of a person of the level of an official of the Presidential Administration was an unprecedented and unheard-of event in the history of Uzbekistan over the past 25-30 years. This case has also caused concern among many. Yesterday, the dismissal of Lieutenant General Abdusalom Azizov, who has been serving as Chairman of the State Security Service of Uzbekistan since 2019, Colonel Ahrorjon Halimjonovich Atkhamov, Head of the Criminal Investigation Service of the Rapid Investigation Department of the Ministry of Internal Affairs, and several other senior officials, is connected precisely with the assassination attempt on Komil Allamjonov and the investigation into this case.

There have also been reports in the media that Dmitry Li, the director of the National Agency for Promising Projects of the Republic of Uzbekistan, may have been assassinated. This incident, which occurred shortly after the assassination of Komil Allamjonov, is also said to be related.

Two Russian Chechen citizens have been put on the Interpol wanted list by Uzbekistan on charges of carrying out the assassination. They are:

  • Bislan Rasayev was born on May 26, 1988, in Russia. He was previously accused of carrying out an armed conflict on the territory of Ukraine.
  • Shamil Temurkhanov was born in Russia on August 10, 1993. Height 1 m 90 cm. Weight 90 kg.

Both men are on the red list and are accused of committing extremely serious crimes.
