Illegal state purchases totaling 20 billion sums was uncovered

In July and August of this year, state purchases amounting to nearly 20 billion sums were identified as being conducted illegally and subsequently prevented. This was reported by the press service of the Committee for the Development of Competition and Protection of Consumer Rights.

The following illegal state purchases were detected across various regions:

Andijan Region:
  - 100 million sums by the Balikchi District Medical Association;
  - 200 million sums by the Marhamat District Improvement Department;
  - 180 million sums by Academic Lyceum No. 2 under Andijan State University;
  - 645 million sums by the Khanabad City Medical Association.

Bukhara Region:
  - 210 million sums by the Jondor District Medical Association;
  - 270 million sums by the Peshku district specialized school under the Ministry of Preschool and School Education;
  - 650 million sums by the Kogon City Medical Association.

Jizzakh Region:
  - Approximately 1 billion sums by the academic lyceum at Jizzakh Polytechnic Institute.

Kashkadarya Region:
  - 150 million sums by the Yakkabog District Improvement Department;
  - 1.7 billion sums by the Chirakchi District Medical Association.

Khorezm Region:
  - 1.1 billion sums by the Bogot district boarding school specializing in Olympic and national sports;
  - 1.02 billion sums by the Preschool and School Education Department of Urganch City.

Namangan Region:
  - 250 million sums by Kosonsoy District Vocational School No. 3.

Republic of Karakalpakstan:
  - 748.2 million sums by the Nukus City Medical Association.

Syrdarya Region:
  - 89.9 million sums by the Khavos District Medical Association.

Navoi Region:
  - 440 million sums by DM of Karmana district's "Specialized Boarding School No. 25 with Special Educational Needs."

Samarkand Region:
  - 973.6 million sums by the Bulungur District Medical Association.

Tashkent Region:
  - 344.7 million sums by the Chirchik City Culture Department.

City of Tashkent:
  - 907.1 million sums by the "Children's Hematology, Oncology, and Clinical Immunology" Center;
  - 494.9 million sums by "Uzbektelecom" JSC;
  - 450 million sums by the Scientific Research Institute of Virology.

Fergana Region:
  - 100 million sums by the Fergana City Improvement Department;
  - 492 million sums by the Baghdad District Development Department;
  - 6.3 billion sums by the Kokand City Improvement Department;
  - 165.5 million sums by the State Institution of Road Use in Buvayda district.

These public procurements violated Article 29 of the Law of the Republic of Uzbekistan "On Competition," which prohibits actions that could limit or restrict competition in sales. Additionally, violations of the Law of the Republic of Uzbekistan "On State Procurements" were found.

As a result, cases were initiated against the responsible parties, and the tenders were canceled per the committee’s instructions. Further instructions were issued to correct the violations, prevent future occurrences, and disciplinary measures were taken against those responsible.

This follows an earlier incident in Namangan where violations were found in state purchases amounting to nearly 5 billion sums.
