Exactly two months ago, on June 7, QALAMPIR.UZ published a journalistic inquiry entitled "100-year-old viruses may arise in Tashkent." In this article, the citizens of Tashkent, specifically those in the Yunusabad district's "Shaykh Shibliy" neighborhood, addressed the editors. Instead of the Tashkent Scientific Research Institute of Vaccines and Serums, which had been producing special drugs and vaccines for infectious diseases, a multi-story residential complex was being built by "BIOFARM PLUS" LLC. It was reported that construction had begun, causing concern among citizens due to the presence of an animal cemetery and special "bakkeri" fences on the institute's premises.


This investigation did not end there. Another inquiry was announced based on the documents provided by the LLC, which claimed that a few years ago, there was a "bakkeri" fence on the institute's grounds. QALAMPIR.UZ revisited this topic, but it appeared that there were no officials or individuals taking the situation seriously. In the previous inquiry, it was mentioned that further investigation would be carried out after sample responses were received from the Tashkent Research Institute of Vaccines and Serums on May 30. Initially, officials from the Sanitary-Epidemiological Peace and Public Health Committee stated that the results of the investigation would be announced within 30 days. This timeframe was later extended to 50 days, and the committee finally released the inspection results on July 21.


The committee, which began by acknowledging the public's objections, stated that it had conducted a study in collaboration with several organizations and collected 15 samples from 6 points on May 30 of the same year, which were suspected "bakkeri" areas. They reported that these samples underwent microscopic, bacteriological, and biological examinations in their laboratories, as well as in the laboratories of the Tashkent city administration and the Veterinary and Animal Husbandry Development Committee. Their official statement confirmed that no causative agents of extremely dangerous infectious diseases were found.
The committee expressed relief that the inspections did not reveal causative agents of highly dangerous infectious diseases. However, they did not clarify whether this absence of causative agents meant that the land could be excavated, houses built, and people allowed to reside there.


Now, let's focus on some documents in the possession of QALAMPIR.UZ. In December 2018, Shuhrat Jabbarov, the deputy director of the veterinary committee, sent a letter to the Tashkent city administration. The letter referred to an inspection carried out at the Tashkent Research Institute of Vaccines and Serums following an order from the Cabinet of Ministers of the Republic of Uzbekistan on November 24.


The letter indicated that the veterinary-sanitary condition of the buildings and other structures belonging to the former Tashkent State Vaccine and Serum Research Institute was assessed, along with the possibility of establishing food production facilities and educational institutions in the area. Additionally, it mentioned the production of vaccines and serums, anthrax vaccines, pre-clinical tests of experimental animals, and the cremation and burial places for the remains of experimentally infected animals on the institute's premises. The document stated that, based on these findings, any construction work in this area was prohibited to safeguard public health.


This letter was signed by Shuhrat Jabbarov, the first deputy director of the State Veterinary Committee of the Republic of Uzbekistan.


Another letter from 2018 issued by the Deputy Chief Physician of the Tashkent State Sanitary Epidemiological Control Center, Alimjanov, emphasized that construction works should adhere to Sanitary Rules and Norms. It underscored the necessity of preventing the emergence of an epidemiological situation by avoiding the construction of preschools, schools, medical institutions, facilities for the production of finished and semi-finished products, healthcare facilities, and any construction within the territory.


Going back to the 2018 conflict, it was reported on QALAMPIR.UZ that plans to build a school on the institute's territory led to protests and the subsequent suspension of construction at that time. The letters presented suggest a high probability that they were sent to the Tashkent city administration during that period. Here is the proofread version of the text:


If you watched the previous video analysis prepared on this topic, it contained the conclusions of the Deputy Chief State Physician of the Republic of Uzbekistan, Bakhrom Ibragimovich Almatov, in April 2018. It also added that there were three "cemeteries" in the area where dead animals were buried, and that there was a "bakkeri" area and a "mufel" oven. If we look at history and believe the signatures of official representatives of official agencies, it is impossible to build anything on the site of the Tashkent Research Institute of Vaccines and Serums.


Only five years have passed since 2018. Meanwhile, nothing related to the area has changed, apart from the opinion of the authorities. As mentioned above, samples were taken from the area on May 30, and the results were said to be clean. So, are the documents from 2018 fake, or are the current ones accurate?


"The answers to the sample results are positive. The results of the analysis did not reveal highly dangerous infectious diseases, specifically the causative agent of anthrax. We also informed the public about this through the media. Regarding construction in the area, negotiations are being conducted with not just one, but several organizations. Of course, we will inform the citizens of Sheikh Shibli neighborhood about the exact result of this issue. In addition, we are studying archive documents to determine whether there really is a 'bakkeri' oven and a 'mufel' oven in the area," says Batir Kurbanov, deputy head of the Sanitary-Epidemiological Peace and Public Health Committee.


It has been almost three months since it was stated that the soil has been cleared, and a clear answer will be given on the construction issue. So far, no one has complained, but the residents of the neighborhood are not sitting quietly. They say that the construction company has already started the necessary work.


According to information provided by the lawyer of the construction company and received by the editors, the land area of the institute and the building structure were transferred to "BIOFARM PLUS" LLC by the Land Resources and State Cadastre Department of the city of Tashkent, following the procedure established on December 20, 2022, and registered.


According to report No. 205 of the Architectural and Urban Planning Council of the Tashkent City General Construction Department, the part of the existing building with a legal document by the Construction Department of the Yunusabad district was designated as "a multi-storey building with commercial and household service facilities on the lower floors." A permit was issued on December 26, 2022, for re-specialization and reconstruction into a residential complex. It's important to note the use of the word "reconstruction."


As you understand, we are not talking about building a multi-storey building in the area, but about reconstructing everything. Activists of the neighborhood say that excavation work has already started in the area for the construction of a multi-storey building. Now the question is, does this permit give the right to demolish buildings and excavate pits?


This question is answered by Egamnazar Jorayev, inspector of the territorial control inspection in the field of construction in Tashkent city. "The above permission cannot be the basis for the construction of a multi-storey residential complex. Based on this document, an architectural planning assignment should be developed. After that, the project and project documents should be developed, expert opinions should be obtained, and the project should be approved by the city planning council. The members of the commission under the governmental organizations of public utilities, fire safety, SES, ecology will review these documents. After all this has been approved, the project estimate documents will be developed, and after receiving a positive conclusion from the relevant organizations, expert opinions should be obtained. After that, the construction, geoinformatics, and urban planning cadastre state design-research scientific-research institute (UzGASHKLITI) will implement the project in the area and drive a pile. Only after this pile is driven, it will be possible to dig a pit," says Inspector Egamnazar Jorayev. He added that because "BIOFARM PLUS" LLC did not register with the Tashkent city's regional control inspection in the field of housing and communal services and started construction without notice, it was right to stop the construction work, and they have been warned several times.


We would like to draw your attention to another document in our hands. Deputy Prosecutor General Bakhriddin Valiyev sent a letter to Prime Minister Abdulla Aripov on August 14 of this year. In this letter, the former Tashkent Research Institute of Vaccines and Serums has been operating since 1918, about 150 bacteriological preparations have been produced by the scientists of the institute, and who currently owns the territory. Also, the "deputy prosecutor" made several proposals to the Prime Minister. Currently, the return of the land allotted to the foreign enterprise 'Belpharm' has led to the investment project not being launched, and the heads of the enterprise are turning to various authorities.

According to the above, in order to launch the investment project of the foreign enterprise at full capacity and to ensure the sanitary peace of the population: - To transfer the land used by 'BIOFARM PLUS' LLC, located at Kichik Khalka Road and Bodomzor Road, 37, Yunusabad District, Tashkent city, to the Tashkent Scientific Research Institute of Vaccines and Serums for state and public needs; - Consideration of the issue of allocating 1.18 hectares of land to the foreign company 'Belpharm' from the land at the disposal of the Agency for the Development of the Pharmaceutical Network; - 'BIOFARM PLUS' LLC is offered to consider the issue of allocating land from another region as compensation," said Deputy Prosecutor General Valiyev's letter to Abdulla Aripov.


Therefore, the Deputy Prosecutor General knows that it is impossible to build in this area, that the sample answers received in 2020 were unsatisfactory. If he doesn't know, he wouldn't have sent an invitation letter to the Prime Minister. As we said at the beginning of the video, we ask the authorities to pay attention to this topic. Not much is required of them. It's just that they are asked to be motivated for the written laws to work and people to burn their lives for health. After all, the officials of New Uzbekistan are working for human dignity, right?
