51-year-old man dies at “Askiya city” construction site

5851A 51-year-old man lost his life in an accident at a multi-story building under construction on Askiya Street in the Yakkasaroy district of Tashkent. Hayot Shamsutdinov, the press secretary of the Prosecutor General’s Office, confirmed the incident to QALAMPIR.UZ.
The accident occurred on February 17, when a man born in 1974 slipped on the stairs while entering the construction site. He fell from a height into the basement of the building and died on the spot. Authorities have launched an investigation into the incident.
“Askiya City” case
On February 17, 2021, QALAMPIR.UZ published a journalistic investigation titled "Is "INSOFT INVEST" LLC Honest? Residents Dissatisfied with Illegal Construction." The report revealed that the "Askiya City" residential complex, built on Jamshid Shoshi Street in Yakkasaroy, was constructed without proper authorization and based on an unapproved project. The construction was carried out by "INSOFT INVEST" LLC and "GRAND HOUSE" LLC.
Following the investigation, a criminal case was initiated against officials involved in the illegal construction. On February 25, 2021, the Tashkent Interdistrict Economic Court, presided over by Judge Dilbar Khayrullaeva, began hearings on the matter. On April 6, 2021, the court ruled that the "Askiya City" residential complex must be demolished at the expense of "INSOFT INVEST" LLC.
However, even seven months later, the court’s decision had not been enforced, and the sale of apartments in the unauthorized complex continued. Concerned citizens once again reached out to QALAMPIR.UZ, expressing frustration over the delay in implementing the ruling.
The case also drew the attention of Minister of Justice Ruslanbek Davletov, who emphasized that if the court ruled the construction illegal, the buildings should be demolished—regardless of the financial losses involved. He stressed that justice must prevail, even if billions or trillions of sums were spent on the project. Currently, legal proceedings continue between "INSOFT INVEST" LLC and more than 50 citizens who had purchased apartments in the complex.
