New platform to monitor builders and projects in Uzbekistan

2952The Ministry of Construction and Housing and Communal Services, together with the Ministry of Digital Technologies, will create an electronic platform for housing construction within the framework of the “Transparent Construction” information system within three months and ensure its full operation from July 1, 2025. This is stated in the Presidential Decree “On measures to further develop the housing construction sector and improve the mechanisms for regulating the process of constructing residential and non-residential facilities on a share basis,” adopted on January 27 of this year.
According to the decree, the builder attracting funds from shareholders for construction will place the following information about the construction organization and the facility on the electronic platform:
- The exact address of each facility under construction according to the project;
- Floors, entrances;
- The number of apartments and non-residential premises and their area;
- Adjacent territories;
- The financing commercial bank;
- Information on sold residential and non-residential premises;
- Documents from the Unified Administrative Construction Regulations;
- Approved design and estimate documents and a positive expert opinion;
- Construction start date and commissioning date;
- Construction status and other information not prohibited by law.
Notarial actions will not be carried out on share contracts concluded on objects whose data is not posted on the electronic platform and for which this data is not provided to the cadastral authorities from the electronic platform with an indication of the areas of the separately sold parts of the building. Such contracts will not be subject to state registration.
Builders who do not post data on the electronic platform will be liable according to the procedure established by law.
It was earlier reported that the process of constructing residential and non-residential premises on a shared basis in Uzbekistan will be further regulated, and the principle of a “Single Housing Life Cycle” will be introduced.
The principle of a “Single Housing Life Cycle” provides for the following:
- Ensuring the protection of the rights of individuals and legal entities in the process of constructing residential and non-residential facilities on a shared basis;
- Organizing the construction of housing with the effective (intensive) use of existing land resources;
- Reducing the implementation period of investment projects in the field of housing construction;
- Creating a reliable and effective opportunity to purchase housing on a share basis and a mortgage loan;
- Popularizing the use of energy-efficient building materials in housing construction.
