Unauthorized house area sinks in Tashkent

Reports have emerged on social media about ground subsidence in the area of multi-storey buildings located on Salar Street, Dilbuloq neighborhood, Yakkasaray district, Tashkent. The city’s Inspection for supervision in construction and housing, and communal services has provided information regarding the incident.
It was stated that the construction work in the area is being carried out based on project documents developed by “Lyuks Loyiha” LLC. The project has received positive conclusions from both the working body of the “Council for architecture and urban planning” and the “Expertise of urban planning documents” of the State Unitary Enterprise.
The A block of the construction project has been officially registered with the Tashkent city Inspection for supervision in construction and housing and communal services. To date, the inspection has conducted 10 monitoring visits to the site and issued 11 written directives. Additionally, the client has been held administratively liable twice for violations of construction standards and regulations.
However, the inspection noted that the situation is different for the G4 block of the project. Although this block received a positive conclusion from the “Council for Architecture and urban planning", it has not obtained approval from the “Expertise of urban planning documents” of the State Unitary Enterprise. As a result, this block is not registered with the inspection, and construction work began illegally. The inspection has reported the matter to the relevant law enforcement authorities under proper procedures.

During the investigation, it was found that while “Uzkommaishiysavdo” LLC was carrying out excavation work for the G4 block, a malfunction occurred in the local electrical transformer. As a result, it was impossible to remove groundwater from the excavation pit, causing the water level to rise. Subsequently, this led to soil displacement in areas of the underground parking previously constructed by “Grand Capital” LLC, resulting in slippage.
The inspection is currently conducting additional investigations regarding the incident.
It is worth noting that earlier, construction work had been completely halted at 59 sites in Tashkent that did not have a full set of official documents.
