Most common offenses in Uzbekistan identified for the first quarter of 2025

During the first quarter of 2025, the most common administrative offenses committed by Uzbek citizens were minor hooliganism and failure to comply with the lawful demands of law enforcement officers. This information was shared by Supreme Court press secretary Aziz Obidov.

In the first three months of the year, courts handling criminal cases reviewed 138,557 administrative offense cases involving 162,665 individuals. Administrative penalties were applied to 105,418 individuals, while 19,201 individuals were exempted from liability due to reconciliation.

The majority of reviewed cases were related to the following administrative offenses:

  • Minor hooliganism;
  • Failure to comply with the lawful demands of law enforcement officers;
  • Engaging in passenger transportation without a license;
  • Violations of electricity, heating, and gas usage rules;
  • Insulting behavior;
  • Traffic rule violations by drivers resulting in minor injuries or significant material damages to victims;
  • Breaching trade or service provision rules;
  • Consuming alcoholic beverages in public places;
  • Operating vehicles while intoxicated;
  • Carrying cold weapons or objects that can be used as such.

It was also reported that appellate courts reviewed 1,632 administrative offense cases involving 1,924 individuals. Decisions made by first-instance courts were overturned for 637 individuals, and 577 judicial rulings were amended.

At the cassation level, courts reviewed 2,380 administrative offense cases involving 2,540 individuals. First-instance court rulings were overturned for 1,021 individuals, while 625 court decisions were amended.

The Supreme Court’s Judicial Board on Criminal Cases handled 420 administrative offense cases involving 467 individuals under the inspection procedure. Lower court rulings were overturned for 102 individuals, and 83 rulings were amended.

Earlier reports indicated that in 2024, first-instance courts overturned rulings for 2,581 individuals and amended rulings for 2,945 individuals.
