5908By the decision of the President, the Animal Identification, Registration, and Monitoring Center will be established under the Veterinary and Animal Husbandry Development Committee. This was announced in the President's decision "On additional measures to improve the identification system in cattle breeding and the breeding sector," adopted on August 24 of this year.
According to this decision, animals that are fed, bred, and kept by individuals and legal entities, including pets, will be gradually identified, and their electronic accounts will be maintained. A total of 33 million US dollars will be allocated for the introduction of the animal identification, registration, and tracking system.
Financing of up to 50 billion soums is allowed for the purchase of private property, repairs, construction of new buildings and structures, and the acquisition of laboratory equipment and facilities for the identification center's location.
Furthermore, in accordance with the decision, starting from December 1, 2023, the system of value-added tax payment calculated on breeding cattle imported by livestock farms for their own needs will be introduced within 180 days, based on the guarantee of the Veterinary and Livestock Development Committee. The Veterinary and Animal Husbandry Development Committee, in collaboration with the Ministry of Economy and Finance, the Customs Committee, and the Tax Committee, will develop the specified procedure within three months.
Additionally, from September 1, 2023, until December 31, 2025, 2 million soums per head of breeding cattle, 400,000 soums per head of breeding sheep and goats imported from a foreign country to farms producing livestock products, and 15,000 soums for each one-day-old breeding chick imported by poultry farms will be allocated as subsidies to cover associated import costs.
