Why does the rat population increase in Tashkent?

A video showing rats near the "Chilonzor" metro station in Tashkent's Chilonzor district has gone viral on social media. In response, the Tashkent city Department of Sanitation, Epidemiology, Peace, and Public Health issued an official statement.
Experts investigated the situation depicted in the video and concluded that improper waste disposal by citizens was the primary cause. This negligence has led to an increase in pest populations.
The area has since been treated with derivatization (rodent disinfection) and disinsection.
The report stated that the District Improvement Departments are responsible for disinfecting city streets, cleaning irrigation networks, and promptly removing waste. Additionally, the disinfection of multi-story buildings and business offices is managed by disinfection organizations under contract.
