3269The budget of Tashkent city was approved without being announced for public discussion. This was stated in the resolution “On approval of the local budget of Tashkent city for 2025,” adopted by the Tashkent City Council of People's Deputies on December 26, 2024.
According to the resolution, the gross regional product of Tashkent city is projected to grow by 8 percent in 2025, 7.5 percent in 2026, and 7.2 percent in 2027. In particular, this indicator is expected to amount to 302.3 trillion sums this year.
Excluding the capital's districts, budget revenues are projected at 9 trillion 434 billion sums. This figure is 47 percent (6.4 trillion sums) more than in 2023 and 14 percent (8.07 trillion sums) more than in 2024. Total revenues, including regulatory transfers and district budgets, are expected to reach 11.4 trillion sums. Personal income tax accounts for the largest share of Tashkent city budget revenues, amounting to 1.8 trillion sums. Other major sources of revenue include property tax on legal entities (1.59 trillion sums) and profit tax (1.07 trillion sums). Additionally, land tax on legal entities is projected at 977 billion sums, turnover tax at 913 billion sums, excise tax at 730 billion sums, state duty at 682 billion sums, fees at 460 billion sums, and dividends on the state share and deductions from the profits of state-owned enterprises at 341 billion sums. A total of 821 billion sums in fines is also planned to be collected in 2025.
The total budget expenditures of the capital in 2025 are planned to amount to 9 trillion 697 billion sums. A significant portion of the expenditures will be directed to compensating for losses resulting from the application of reduced tariffs for heat supply services (2.71 trillion sums). Additionally, 1.2 trillion sums will be allocated for subsidies for services provided under the gross contract of public transport, and 683 billion sums will be allocated to compensate for losses resulting from the provision of services to the population at limited tariffs in the metropolitan area. This year, a total of 911.9 billion sums will be spent from the capital's budget on loan and debt repayments. It is also expected that 2.25 trillion sums will be allocated to the Medical Insurance Fund, 635 billion sums to the Department of Improvement, 215 billion sums to the Department of Health, and 184 billion sums to the Tax Department. Moreover, 165 billion sums will be spent on the repair and renovation of elevators in apartment buildings.
It is worth noting that earlier, the Law "On the State Budget of the Republic of Uzbekistan for 2025" was adopted.
