Uzbekistan introduces administrative practice groups in crime-prone regions

In Uzbekistan, administrative practice groups will be introduced within crime prevention units in regions facing significant criminogenic challenges. This initiative follows the President’s decision outlined in the decree "On Measures to Create a Safe Environment in the Republic's Neighborhoods in 2025 and Further Enhance the Effectiveness of Early Crime Prevention Systems."

These groups will include junior inspectors who will collaborate with migrant workers, school graduates, and students. New migration prevention units, along with inter-district administrative convoy groups, will be set up within internal affairs bodies.

As part of a pilot initiative, administrative practice groups will be deployed in high-risk areas. Their role will be to review documents related to cases where criminal investigations were not pursued, as well as to handle administrative violation cases.

Additionally, neighborhood law enforcement centers will be established. These centers will employ preventive inspectors—specializing in major and minor issues, women's affairs, probation, traffic safety, and patrol services—along with search and rescue officers.

This initiative aims to organize up to five neighborhoods into a micro-region, creating a rapid-response system for crime prevention.

To further enhance safety, the President’s decision has approved a series of roadmaps to address crime prevention in neighborhoods, along with a comprehensive program of targeted measures aimed at fostering safer communities and improving the efficiency of early crime prevention systems by 2025.
