Deputy mayor in Karshi insults employees during meeting

Nurbek Turdiyev, First Deputy Mayor of Karshi city in Kashkadarya region, verbally insulted employees during a meeting. QALAMPIR.UZ received a video appeal regarding the incident.
According to the appeal, Turdiyev humiliated and insulted an employee who joined an online meeting late, using offensive language.
“Who do you think you are? You are worthless. You have not even come close to my level. You are worth nothing,” Turdiyev said.
He also used extremely rude language toward another employee.
The appeal further claimed that the deputy mayor had repeatedly humiliated staff members and dismissed some employees without proper grounds.
“Not only I, but many employees of the city administration have suffered because of this official, the deputy mayor of Karshi. He has unlawfully dismissed some employees. Although courts have ordered their reinstatement, the city administration is not complying with these rulings. There have also been cases where officials failed to appear when summoned to court. These problems have been ongoing for nearly a year, but no one has taken appropriate action. Even when appeals are filed with enforcement authorities, it is difficult to have any practical influence on the administration, as some officials fear losing their positions if they get involved,” the complainant said.
The complainant also claimed that one of the city administration employees had recently been caught accepting a bribe but later avoided liability by paying a fine.
“Recently, there were reports that one of the city administration employees was caught taking a bribe. However, as far as we heard, he later avoided responsibility by paying a fine or compensation. Is there any organization that can deal with such ongoing injustices and assess the situation objectively? Inspection teams from the national level often leave with the conclusion that there are ‘no problems’ and ‘no complaints.’ In reality, the situation inside the administration is completely different.
Several employees have been dismissed despite being innocent. There is also information that citizens ordered by court decisions to be reinstated have not actually been allowed to return to work. If the administration does not comply with court rulings, does this not contradict the principle of the rule of law? After all, government bodies should set an example for society.
The treatment of employees gives the impression that some officials are running a state institution as if it were their private property. No position is inherited by anyone. Law, justice and humane treatment must prevail in state institutions.
In my opinion, only authorized bodies at the national level can objectively and fairly assess this issue and take appropriate measures,” the complainant said.
A QALAMPIR.UZ journalist contacted the press service of the city administration to clarify the situation and obtain an official response. However, when asked about the incident, the responsible official ended the call without providing any comment or explanation. Later, when the journalist called again, representatives of the administration did not answer the calls.
Earlier, an audio recording allegedly featuring the voice of Nasibillo Mominov, mayor of Asaka district in Andijan region, was widely circulated and sparked heated public discussion.
