Is it true that two suspects are suffering brutally in investigation?

Abdurahmon Tashanov, the chairman of the Uzbekistan Human Rights Society "Ezgulik," has reported on Facebook about the brutal torture of several suspects in relation to invasion and other serious crimes.  The press secretary of the Ministry of internal Affairs, Shahrukh Ghiyosov, has reacted to the situation.

According to the report, Doniyor Torakho'zhayev, a resident of Chodak village in the Pop district, Namangan region, complained to the "Ezgulik" society that his 40-year-old brother Dilshodjon was subjected to inhuman torture at the investigation department of Tashkent City on 14-15th of April.  Dilshodjon's mouth and hands were tied with scotch tape by plainclothes officers and uniformed investigators to obtain mandatory testimony.

After conducting interviews with lawyers and witnesses, it was confirmed that Dilshodjon Torakhojayev was indeed tortured by the officers. In response to this situation, Shahrukh G'iyosov stated that on 12 April, employees from the Rapid Investigation Department of the Ministry of Internal Affairs, the Department of Combatting Organized Crime, the Department of Internal Affairs of the Namangan region, and the Department of Internal Affairs of the Republic of Uzbekistan conducted rapid activities in Tashkent city and Namangan region.  Ten members of a large organized criminal group were arrested for extorting entrepreneurs and keeping them in a state of fear for several months.

The suspects, who had been convicted of severe crimes several times, were arrested and neutralised with the involvement of special forces of the Internal Affairs.  They were caught with two specially prepared sharp-edged objects, several rolls of scotch tape, field uniforms of Internal Affairs Officers, rubber gloves, 0.7 grams of "Opium" drugs, tramadol tablets, and a sports bag.  Currently, a criminal case is being studied under Article 164 of the Criminal Code, and the suspects are being investigated for their involvement in other serious crimes.

Abdurahmon Tashanov also posted photos of 29-year-old Hasanboy Abdunabiyev in Tashturma, who was suspected of committing a crime under Article 251 of the Criminal Code of the Republic of Uzbekistan.  He claimed that the torture had almost left him disabled.

Regarding the second case, Shahrukh Giyosov stated that the suspect strongly resisted during the arrest.  "On 6th of April this year, the Anti-Smuggling Department of the Customs Committee and the State Security Agency arrested citizen Kha. A., who illegally possessed highly toxic substances in Tashkent.  After resisting during the arrest, he was caught by the special services using physical force," the statement said. 

A criminal case is being studied against the suspect under Part 3 of Article 251-1 of the Criminal Code, and his involvement in other serious crimes is being investigated.  The suspect has been provided with procedural protection. 

Reports have suggested that some of the suspects in these criminal cases have previously participated in various street fights and regularly engage in sports.  The officials claim that they are presenting injuries that existed far before the arrests through third parties to create distrust and unhealthy hype about law enforcement agencies.  The prosecutor's office is investigating each case.
