Ministry Confirms: Obligation for Grant Recipients to Work for 3 Years Remains in Effect

7823There have been reports circulating on social media claiming that the mandatory requirement for graduates of higher education institutions, who studied on a grant basis, to work for a minimum of three years has been abolished. However, the Ministry of Higher Education, Science, and Innovation has denied these reports, stating that the regulation regarding targeted training of personnel on state grants, which includes the three-year work obligation, is still in effect.
According to the Ministry, certain presidential decisions, including the Presidential Decree No. 92 of 2nd of June 2005, have been declared invalid based on the President's Decision No. 279 of the 15th of June 2022. However, the regulation on targeted training of personnel on state grants, which was developed and approved in accordance with the aforementioned decree, has not lost its validity.
The Ministry further explains that according to Article 46 of the Law of the Republic of Uzbekistan "On Regulatory Legal Documents," changes to previously adopted regulatory documents are made when a new legal document or additions are introduced, rendering the old documents contradictory, or obsolete. If a regulatory document has expired but has not been officially declared invalid, it is considered to have lost its validity.
Therefore, since the existing regulation on targeted training of personnel still aligns with current legal norms and has not been officially invalidated, the requirement for graduates to fulfill a three year work commitment remains in force.
