The practice of taking a citizen to the Internal Affairs department for identification will be cancelled

From 2023, the practice of taking citizens to the internal affairs departments for identification will be given up.  This was stated in the decision of the Cabinet of Ministers of Uzbekistan on 22 July to approve the regulation on the procedure for electronic identification of citizens in public places by employees of the patrol post service of the internal affairs bodies.

According to the decision, from 1 January 2023, the "E-patrol" system will be introduced step by step, and the practice of taking a citizen to the Internal Affairs department for identification will be cancelled.

All information is checked electronically and the activity of the patrol officer is recorded on the "body camera".

According to the regulation, employees can stop a citizen and determine their identity through identification documents or the "Ye-patrol" system in the following cases:

• if there is reason to suspect that the person has committed a crime or offense or is wanted;
• if a person can be considered to have information about a committed crime or offense;
• if there are other legal grounds for detaining a person.

When stopping a person, the employee must explain the reasons and grounds for stopping him.

A citizen who does not have an identity document with him will be taken to the internal affairs body in the following cases:

• when it is not possible to determine his identity through the tablet;
• when wanted or missing persons are identified;
• when he resists in the process of clarifying his identity;
• caught while committing an offense in a public place.
