1.1 trillion som will be allocated for projects put forward by citizens

On 7 April of this year, the president of the Republic of Uzbekistan adopted a decision «On further promotion of citizens' participation in the process of redirecting funds from district and city budgets for activities formed on the basis of public opinion».

According to the decree, as a result of the process of initiative budgeting in the first quarter of 2022, 2,215 projects proposed by citizens were recognized as winners, for the implementation of which 1.1 trillion som will be allocated.

In the process of initiative budgeting in February-March 2022, an additional 85.4 billion som will be allocated to the districts (cities) for the implementation of 139 projects, each of which received more than 2,000 votes, but was not recognized as the winner. These funds will be provided from violations that were identified by the State Financial Control Inspectorate under the Ministry of Finance in 2022.

Chairman of the Council of Ministers of the Republic of Karakalpakstan, khokims of regions, Tashkent city, districts, and cities have been given responsibility for overseeing the end result and quality of the work identified in the winning projects on the initiative budgeting process and timely funding. The reports of these persons will be listened to in the Senate of the Oliy Majlis (Parliament) at the end of each quarter.

The decision states:
• evaluation of the timeliness of funding and implementation of measures formed on the basis of public opinion is carried out by the district and city Councils of People's MPs on a quarterly basis;
• at the end of the reporting year, the State Inspectorate for Financial Supervision under the Ministry of Finance will conduct a final audit of the implementation of the measures, formed on the basis of public opinion;
• governors (khokims) of districts (cities) regularly report to the media on the outcomes of projects based on proactive budgeting.

The Uzbekistan National News Agency and the National Television and Radio Company of Uzbekistan have been prompted to regularly inform the public about the work done on the winning projects in cooperation with local authorities.
