Uzbeks to pay customs duties on international courier shipments starting May 2025

Beginning in May 2025, international courier shipments to Uzbekistan will be subject to a customs duty of 2 percent of the base calculation amount (BCA) per kilogram, equivalent to 7,500 sums. This is outlined in Resolution No. 55 of the Cabinet of Ministers of Uzbekistan, titled "On Approval of Customs Duty Rates," adopted on January 31, 2025.  

The resolution establishes updated customs duty rates, incorporating several key changes:  

- Customs clearance fees will be determined by customs authorities based on estimated costs associated with processing goods.  
- Harmonization of customs duty rates for goods registered under “export” and “import” regimes.  
- Reduction of after-hours customs clearance fees by a factor of eight—lowered from twice the BCA to 25 percent.  
- Reduction of fees for customs processing within and outside Uzbekistan’s borders by 50 percent.  
- A 20 percent discount on fees for submitting an initial customs declaration.  
- A 25 percent BCA fee for transit customs procedures.  
- A 2 percent BCA fee per kilogram for international courier shipments.  

The resolution will take effect three months after its official publication.  

Additionally, under a Presidential Decree signed on December 28, 2024, "On Further Measures to Ensure Equal Conditions for Entrepreneurs and a Fair Competitive Environment," Uzbekistan has extended duty-free import exemptions for 60 categories of products.
