Now completed buildings will not be accepted without a management organization

New multi-storey residential buildings without a management organization are not accepted for use.  This is provided for in the President’s decision of August 15 “On measures to organize the management of apartment buildings more efficiently”.

According to him, building organizations should engage a management organization to manage the finished house.  In the current procedure, the management of multi-apartment housing, which was completed and accepted for use, was carried out by the builder in the first 2 years.  Then the builder could choose the management method himself or engage a management organization based on the contract.

With the decision, the Ministry of Construction and Housing and Communal Economy was instructed to prepare a draft law that provides for setting restrictions on the replacement of the managing organization or house manager.

In the new draft law, the decision of the general meeting on the method of construction of housing and the selection of the management body will be recognized as adopted if more than 50 percent of all owners of buildings or their representatives have voted for it.  Should be reflected.

Also, the law proposes to determine the possibility of obtaining loans, including loans, based on a unanimous decision by all homeowners for multi-story buildings and adjacent land plots.  Currently, this requires more than 80 percent of homeowners or their representatives to vote.

According to the Law on the Management of Multi-storey Buildings, the method of management of the multi-storey building is determined by the general meeting of the owners of the premises.  Management can be carried out directly by owners, a management organization or a manager (on the basis of a contract), as well as a non-profit organization that is an association of housing owners.
