The requirement for a three-year work commitment will be waived for students possessing a state grant

Higher education institutions will distribute the educational grant among students who have demonstrated high academic performance and social engagement starting from the second year onwards. This directive is outlined in the Presidential Decree aimed at enhancing the university admission system and managing state allocations.

The joint proposal from the Ministry of Higher Education, Science and Innovation, the Ministry of Economy and Finance, and the "Educational Projects Center" project office to restructure the state grant into a social incentive grant and an educational grant for students of higher education institutions has been endorsed, effective from the 2024-2025 academic year.

As per the specifications:

• The social-stimulating grant will be awarded to students enrolled in programs funded by the state grant or targeted admissions, as well as to recipients of grants from various industries, sectors, governmental bodies, and organizations.
• The educational grant will be designated for students admitted to higher education institutions according to the state quota.
• Starting from the academic year 2024-2025, the educational grant will cover one academic year for students enrolled in bachelor's and master's programs.

Under this arrangement:

• The educational grant will be awarded to students based on their performance in entrance exams and the state allocation to higher education institutions in the first year.
• Higher education institutions will redistribute the educational grant among students who maintain high academic performance and active social involvement from the second year onwards.
• Scholarships are tiered and provided only to students who secure a full scholarship.
• Students receiving a social incentive grant will have their tuition covered by the state grant for the entirety of their study period.
• The three-year work commitment for graduates who benefited from the educational grant will be waived.
