Consideration of the candidate for prime minister will be transferred to the Parliament

In Uzbekistan, the authority to consider and approve the candidate for the Prime Minister is going to be transferred absolutely to the Legislative Chamber.  MP Jakhongir Shirinov spoke about this today, 9 March at the plenary session of the Legislative Chamber of the Oliy Majlis (Parliament).

He noted that before presenting the Prime Minister's candidate to the Legislative Chamber, it is proposed to introduce the procedure of consultations with all factions of political parties by the President.  After the approval of the Legislative Chamber, the President appoints the Prime Minister.

According to the current system, the nomination of the Prime Minister candidate was dependent only on the will of the party that received the most votes in the election to the Legislative Chamber. The new proposed procedure will ensure the participation of all political party factions in the consideration of the candidate for the Prime Minister.

According to Shirinov, the powers of the parliament are being strengthened with the draft "Constitutional law of the Republic of Uzbekistan on the Constitution of the Republic of Uzbekistan."  In this, joint powers of the Legislative Chamber and the Senate, separate powers, and areas of responsibility of each chamber are clearly defined. In particular, if according to the current Constitution, the absolute powers of the Legislative Chamber are 5, then according to the draft, their number reaches 12.

In particular, powers such as control of the execution of the State budget, and review of the report of the Chamber of Accounts are transferred to the Legislative Chamber, which is directly elected by the people.

"This change corresponds to the representative nature of the lower chamber and allows to organize its activities more effectively," MP Jakhongir Shirinov says.

Also, the absolute powers of the Senate are being increased from the current 14 to 18.  In particular, as a body representing territorial interests, the important authority of the Senate, such as assisting the activities of local representative bodies, is being strengthened in our General Directory.

In addition, based on the principle of mutual restraint and balance in the system of state power, it is proposed to transfer to the Senate the authority to approve decrees on the formation and termination of ministries and other executive bodies of the republic.
