12466Steps will be taken to phase out 17 types of state monopolies in various sectors such as energy, oil and gas, water management, road construction, railway, and airport services. This was announced today, August 5, as President Shavkat Mirziyoyev reviewed the presentation of measures aimed at developing competition.
It is reported that independent market regulators will be introduced in natural monopoly areas. The participation of natural monopoly entities in commodity markets interconnected with natural monopoly areas, where competition development is possible, will be limited. The scope of direct public procurement will be reduced, and public procurement will be entirely transferred to competitive methods. State aid of an individual nature that restricts competition, including exclusive rights, concessions, preferences, and benefits, will be abolished.
Additionally, through the mutual integration of information systems of state bodies, digital monitoring of all links in the price formation chain of socially important products will be established. A non-disclosure and reward system will be introduced for those who provide information about anti-competitive agreements, conduct, and collusion.
Furthermore, the gradual termination of 17 types of state monopolies will prevent anti-competitive actions in public procurement and ensure transparency in these processes. Offers on commodity exchanges will be increased, expanding the choice available to buyers.
The President continued his work in this field and gave additional assignments on ensuring free market principles and personnel training. It was emphasized that the state's share in the economy should be reduced, with some functions gradually transferred to the private sector. The task is to continuously analyze the competitive situation in the commodity, financial, and digital markets and propose improvements to procedures.
