Fines under eco-sticker system will not be imposed from January 1

Reports circulating on social media claim that starting from January 1, 2026, vehicles classified under the red and yellow categories will be fined for entering designated “environmental zones.” However, this information is not accurate. While Uzbekistan will indeed introduce the eco-sticker, or “Ecological Transport,” system from January 1, 2026, penalties for violating the system’s rules will only be enforced two years later.
According to Zoyir Yuldoshev, press secretary of the Road Safety Service of the Ministry of Internal Affairs’ Public Security Department, eco-stickers will be issued in three colors: green, yellow, and red. Initially, drivers whose vehicles receive yellow or red stickers will have the right to change the sticker’s color. Diagnostic centers are operating across all regions of the country. Vehicle owners who receive yellow or red stickers may undergo diagnostic inspections at these centers to qualify for a change in sticker color.
For example, when red-sticker vehicles attempt to enter environmentally clean zones, notifications will be issued accordingly. This is because information and records on vehicles are maintained electronically within the Road Safety system. A unified electronic platform is in place for this purpose. Currently, most central urban areas are equipped with programmed cameras and other monitoring tools that enable oversight.
The official emphasized that the system of fines will not begin on January 1, 2026. Administrative penalties for entering zones that do not correspond to a vehicle’s eco-sticker category will only be introduced after a two-year transition period.
