Starting October 1, 2024, several legislative changes will come into effect in Uzbekistan. QALAMPIR.UZ has compiled a summary of these upcoming changes:

Wages, Minimum Wage, and BCA Adjustments

Medical and Pedagogical Staff: Employees in budget organizations, including educators in pre-schools, general education institutions, and sanatoriums, will receive a 15% salary increase.

Other Budget Employees: A 10% salary increase will apply to other employees in budget organizations.
Minimum Wage: The minimum wage will rise to 1,155,000 soums per month, and the minimum monthly salary will be set at 375,000 soums.

Support for Modular Hotels

Until December 31, 2026, businesses constructing modular hotels will receive a one-time subsidy to cover part of the construction and equipment costs.

To qualify, the hotel must have a compliance certificate and contain at least 10 modules.

New Rules for Hunting Licenses

  • Licensed candidates must complete special training courses.
  • Hunting licenses will be valid for 2 years and issued through the online portal for citizens over 18 who pass the required tests.
  • The fee for a hunting license is 2 times the Basic Calculation Amount (BHM), reduced to 1 BHM for retired individuals and persons with group II disabilities.

Tax Incentives for Tour Operators and Hotels

20% of the VAT paid by businesses providing tourism and hotel services will be refunded each month by the 25th.

Tax rates for certain types of taxes related to state grants and state social order projects funded by the Public Fund for the Support of Civil Society Institutions under the Oliy Majlis will be reduced by 50%. This reduction applies to taxes paid within the framework of these projects, aiming to encourage the development of civil society initiatives by reducing the financial burden on organizations receiving state support.

Incentives for the Jewelry Industry

Several privileges for the jewelry industry have been introduced, effective until October 1, 2027:

  1. The requirement to obtain a license for the import of ligatures used in the jewelry industry is canceled.
  2. Ligatures imported into Uzbekistan for use in the jewelry industry will be exempt from paying customs duties.
  3. Equipment, packaging, and labeling products not produced in Uzbekistan, when imported for use in the jewelry industry, will also be exempt from customs duties, according to approved lists.
  4. During the "Uzbek Jewelry Fair" international exhibition, customs duties will be canceled on jewelry temporarily imported by non-residents of Uzbekistan, as long as these items are taken back after the event.

Improved Conditions for Persons with Disabilities

New construction projects must undergo mandatory review to ensure they meet accessibility standards for persons with disabilities.

Group I disabled individuals and one accompanying person will receive free public transport services.

The process of determining disability will be transferred to inter-district and district (city) commissions.

End of Poultry Meat Import Privileges

The previously granted exemption on customs duties for imported poultry meat will expire.

Tighter Controls on Alcohol Products

New regulations will be introduced for producing consumer and technical alcohol products.

Illegally produced goods or those without proper excise stamps will lead to the confiscation of production equipment.

Alcohol and tobacco products with counterfeit excise stamps will be removed from circulation, and business licenses may be revoked.

Digital Acceptance of Completed Construction Projects

The process of accepting completed construction projects will be digitized via the "State Control over Construction" platform, part of the "Transparent Construction" national information system.

End of Sporting Goods Customs Duty Exemption

The exemption for importing sporting goods not produced in Uzbekistan will end on October 1, 2024.

New Women's Issues Module

A new module on the "Khotin-qizlar.uz" platform will be launched to systematically study and address women's problems.

Incentives for Reporting Violations in Subsoil Use

Individuals who report violations in subsoil regulations, backed by photo or video evidence, will receive a monetary reward.

Additionally, a rating system for legal entities and individuals operating in the mining and geology sectors will be introduced.
