Starting from June 1, 2025, a number of important legislative and administrative changes will come into effect in Uzbekistan. QALAMPIR.UZ has compiled a list of key reforms and updates that citizens should be aware of.

Visa-free regime for 3 more countries

Beginning June 1, 2025, Uzbekistan will implement a 30-day visa-free regime for citizens of the Kingdom of Bahrain, the State of Kuwait, and the Sultanate of Oman. This measure is part of the Presidential Decree “On measures to increase the role and importance of tourism in the economy by sharply increasing the flow of tourists and rapidly expanding the scope of tourist services in 2025–2026,” signed on May 15.

The decree outlines several ambitious targets for the tourism sector by the end of 2025, including:

- Attracting 15.8 million foreign tourists to various regions of Uzbekistan;
- Reaching \$4 billion in tourism service exports;
- Facilitating 40 million local tourist trips through the promotion of domestic tourism;
- Launching 378 new tour operators to support these goals.

Additionally, starting in June, the second weekend of every month—Saturday and Sunday—will be designated as “Travel Day with Family and Team” under the “Travel Across Uzbekistan!” campaign.

Traffic cameras will no longer fine for lane line violations

A new government resolution aims to improve road traffic rules and reduce unnecessary burdens on drivers. From June 1, 2025, automated systems (photo and video cameras) will no longer issue fines for lane line violations, with the exception of stop line (road sign 5.33) breaches.

While such violations will not be automatically fined, if spotted by a traffic officer, the offense can still be officially registered through standard procedures.

Road repairs will be restricted to night hours

From June 1, urban roadworks, including repairs and road marking, will be restricted to nighttime hours—specifically between 21:00 and 07:00. Daytime work will only be allowed on weekends or in urgent situations that cannot be postponed.

This change is intended to reduce daytime traffic congestion and minimize inconvenience to drivers and commuters.

Penalty points system for drivers to be introduced

Uzbekistan will officially launch a penalty point system for drivers starting June 1. This initiative, part of a Cabinet of Ministers resolution adopted on May 6, is designed to strengthen traffic law enforcement and improve road safety.

Key features of the system include:

- Penalty points will be assigned only for violations recorded by traffic officers, not those detected by automated systems.
- The E-fine module will automatically calculate and assign penalty points without human intervention.
- Drivers with a clean record for 12 months will be eligible for leniency: the first subsequent violation will not result in a penalty point.
- If a driver refrains from further violations for six months after receiving a penalty point, two points will be deducted from their record.

Once a driver accumulates 12 penalty points within 12 months, their case will be automatically referred to the court system. The court may suspend their driving license for a period ranging from six months to three years. Drivers will be notified via SMS before court proceedings.
