43023Starting from April 1, 2025, a number of changes will be made to the legislation in Uzbekistan. QALAMPIR.UZ has compiled a list of these changes.
2 categories of entrepreneurs will be recognized as VAT payers
Starting from April 1, legal entities engaged in the sale of pharmaceutical products or providing medical services, regardless of their income, will be recognized as VAT payers. This is stipulated in the Presidential Decree “On Further Measures to Ensure Equal Conditions for Entrepreneurs and a Fair Competitive Environment,” adopted on December 27, 2024.
In this case, tax authorities will automatically generate value-added tax reports based on online cash registers, virtual cash receipts for goods (services) sold, issued electronic invoices, and other external and internal data.
Social assistance will be provided to families included in the register of poor families
According to the Presidential Decree “On Improving the Procedures for Financing the Social Protection System of the Population,” adopted on January 30, 2025, from April 1:
Social assistance provided through the “Social Notebooks” funds will be granted to families included in the register of poor families. Additionally, social assistance for improving housing conditions and healthcare will be provided to families whose monthly income does not exceed two times the minimum consumption expenditure for each family member.
It is allowed to direct no more than 25% of the proceeds from the “Women's Notebook” and “Youth Notebook” funds to organize and hold cultural, educational, sports, and tourism events.
Social assistance is provided through the “Social Notebooks” funds in the following order:
- The determination of certain social assistance for young people and women from poor families in the individual plan for lifting families out of poverty serves as the basis for the provision of social assistance from the “Social Notebooks” funds without requiring additional applications from this category of persons.
- The social status of persons applying for social assistance from the “Social Notebooks” funds is determined through the “Single National Social Protection” information system, and the financial status of the family is determined through the results of automatic assessment (scoring) via interdepartmental information exchange.
Some support measures will be provided through the “social card” information system
According to the Presidential Decree “On Radical Improvement of the Procedure for State Social Support of the Population,” adopted on July 18, 2024, from April 1, 2025, the following support measures will be provided through the “Social Card” information system:
- Confirmation of a person’s disability, status as a student, pupil, war veteran, or person equated to a war veteran.
In this case, the paper form of disability certificates, student certificates, pupil certificates, and war veteran certificates will be canceled and replaced with a social card.
- Privileges for persons with disabilities and limited abilities in using public transportation, including automobile, railway, air, and river transport, as well as non-routable taxi services. Additionally, privileges for other categories of the population who have the right to preferential use of these services will be provided.
- Benefits for free or partial payment of admission to state social facilities, concerts, and other events, which are regulated based on a system of entrance ticket transactions.
New competition will be organized for schoolchildren. Winners will be sent on a trip abroad
According to the Presidential Decree “On Measures to Radically Improve the Teaching of Musical Culture in Secondary Schools and Develop the Professional Activities of Teachers of This Subject,” adopted on November 15, 2024, based on the positive experience of the “Turon” school theater, “Talented” amateur artistic groups will be organized in secondary schools.
Additionally, the “Talented School Ensemble” republican competition will be held annually among the groups in the areas of national and world music.
The winners of the republican stage of the competition will be sent on an educational trip to foreign countries.
The procedure for providing public services for inclusion in the unified register of suppliers comes into force
Approved by the government resolution of February 18, 2025, according to the “Administrative Regulation for the Provision of Public Services for Inclusion in the Unified Register of Suppliers in Public Procurement,” from April 1, 2025, applications for the inclusion of legal entities and individuals in the Unified Register of Suppliers will be accepted through the Center for State Services and the Unified Interactive Public Services Portal (my.gov.uz).
Applications can be submitted through the Unified Register of Suppliers 24 hours a day, regardless of weekends and holidays.
No payment will be charged for the provision of public services.
The authorized body will consider the application for inclusion in the Register as a single supplier within 15 working days from the date of receipt of the application.
The results of considering the application for inclusion in the Unified Register of Suppliers (grounds for satisfaction and rejection) will be publicly announced on the special information portal for public procurement.
The applicant's application for inclusion in the Register and the information attached to it will be placed on the Portal for mandatory public discussion by the authorized body within 2 business days from the date of receipt of the application.
The authorized body will satisfy or refuse to satisfy the application based on the information provided by the applicant, conclusions provided by the republican executive authorities and economic associations, and other information collected during the consideration of the application.
If the application is satisfied, a conclusion with a QR code will be sent to the applicant—if the application is submitted by the applicant himself, it will be sent to the State Services Center, and if the application is made through the YUIDHP, it will be sent to the applicant's personal account.
Travel expenses for young people with disabilities to participate in parasports will be reimbursed
According to the Presidential Decree “On Improving the Procedures for Financing the Social Protection System of the Population,” adopted on January 30, 2025, new support measures will be introduced for families included in the Register of Poor Families through the “Social Notebooks” funds.
In particular, it is planned to reimburse travel expenses for young people with disabilities to participate in parasports clubs at the expense of the “Youth Notebook” fund, in the amount of up to 1 time per month of the minimum wage.
In this case, the participation of young people with disabilities in parasports clubs will be monitored through the “ERP-sport” information system of the Ministry of Sports.
Funds will also be allocated from the fund for the purchase of special sports uniforms, equipment, musical instruments, and other musical instruments worth no more than 10 times the minimum wage (3 million 750 thousand sums) for young people who regularly participate in sports and art clubs for 6 months.
At the same time, grants of up to 60 times the minimum wage (22.5 million sums) will be allocated from the funds “Women's Notebook,” “Youth Notebook,” and “Generosity and Support” to finance social projects aimed at ensuring the employment and social activity of at least 3 women, youth, and other needy categories of the population.
To cover the costs of restoring and repairing homes for families affected by fires, floods, earthquakes, and other man-made disasters, instruments will be introduced to provide assistance in the amount of up to 150 times the minimum wage (56 million 250 thousand sums) through the “Generosity and Support” Fund.
In addition, instead of one-time financial assistance to needy families in the Republic of Karakalpakstan and Khorezm region, a procedure will be introduced for allocating subsidies to families included in the Register of Poor Families living in these regions. These subsidies will cover the costs of digging an artesian well at home, installing water pumps, and purchasing drinking water filters.
In this case, the subsidy will be allocated in the amount of 90 percent of the costs, but not more than 30 times the minimum wage (11 million 250 thousand sums).
Compensation to be paid to victims and witnesses
The Cabinet of Ministers' Regulation "On the Procedure for Ensuring Social Protection of Victims, Witnesses, and Other Participants in Criminal Proceedings," approved on February 21 of this year, will come into force on April 1. The Regulation establishes the procedure for assigning and paying a lump-sum benefit aimed at ensuring social protection for victims, witnesses, and other participants in criminal proceedings. The National Agency for Social Protection has been designated as the body responsible for providing these social protection measures.
The following shall serve as grounds for applying social protection measures to a protected person in connection with their participation in criminal proceedings:
- Death (death)
- Injury resulting in disability or other harm to health
- Injury resulting in non-disability or other harm to health
- Injury resulting in property damage
The lump-sum benefit is paid in the following amounts:
- Upon the death of a person (to be divided equally among family members): 100 times the minimum wage (37.5 million sums)
- In the event of a person suffering a physical injury causing disability or other harm to health, the benefit is paid based on disability group:
- Group I: 80 times the minimum wage (30 million sums)
- Group II: 70 times the minimum wage (26 million 250 thousand sums)
- Group III: 50 times the minimum wage (18 million 750 thousand sums)
- In the event of a physical injury that does not cause disability or other harm to health, based on the conclusion of a forensic medical examination:
- Severe degree: 35 times the minimum wage (13 million 125 thousand sums)
- Medium degree: 35 times the minimum wage (13 million 125 thousand sums)
- Mild degree (leading to short-term deterioration of health): 25 times the minimum wage (9 million 375 thousand sums)
The decision on the application of social protection measures must be implemented by the responsible body within 10 days from the date of its receipt.
The lump-sum allowance is not subject to tax, and no deductions will be made from it.
The increase in electricity and gas prices postponed for 1 month
According to the resolution of the Cabinet of Ministers “On Additional Measures to Introduce Market Mechanisms in the Fuel and Energy Sector,” adopted on April 16, 2024, electricity and natural gas tariffs were scheduled to increase from April 1 of this year. In order to reliably provide sectors of the economy and business entities with fuel and energy resources, as well as to support the population and businesses, President Shavkat Mirziyoyev has instructed the Cabinet of Ministers to postpone the entry into force of the new tariffs for electricity and gas.
Thus, the new tariffs will now come into force on May 1, rather than April 1, as previously planned.
