Heating and hot water tariffs will be increased twice in 2025

3167Heating and hot water tariffs in Uzbekistan are set to increase twice in 2025, according to Ilhom Turaev, head of the Ministry of Construction and Housing and Communal Services department. He made the announcement during a press conference at the AOKA on December 2.
Turaev noted that this year, tariff prices were raised once in the regions and twice in Tashkent. For 2025, tariffs will also rise twice in the regions.
“We examined the experiences of South Korea and neighboring countries regarding payment systems. For instance, in Korea, a subscriber fee is charged to maintain minimum heating in a house, regardless of occupancy. If we implement our tariff policies correctly, we can better determine whether future price hikes are necessary,” explained Turaev.
It is reported that significant state subsidies currently cover heating payments, which is unsustainable. To eliminate these subsidies and modernize the system, tariff revisions are necessary. According to Turaev, each increase planned for 2025 could raise tariffs by 15%.
Earlier reports highlighted that district heating prices in Tashkent had already increased from 105,754 sums to 121,617 sums per gigacalorie (a 15% hike). The following tariffs for Veolia Energy Tashkent’s district heating services are currently approved:
- Regulated base price (tariff): 664,465 sums per gigacalorie (excluding VAT)
- Tariff for budget organizations: 801,963 sums per gigacalorie (excluding VAT)
- Tariff for residential consumers: 121,617 sums per gigacalorie (excluding VAT)
- Tariff for other wholesale organizations: 244,497 sums per gigacalorie (excluding VAT)
These adjustments are part of broader efforts to align heating and water systems with global standards while reducing reliance on state subsidies.
