Traffic police, patrol and guard services to receive additional mutual powers

Uzbekistan plans to grant additional mutual powers to the road patrol, patrol-post and guard services. This was discussed today, June 29, during a presentation to President Shavkat Mirziyoyev on proposals to improve the work of prevention inspectors and public safety activities, as well as to develop the system for training personnel in the sector.
It was noted that it is very important for road patrol, patrol-post and guard service officers to respond promptly to citizens’ appeals, regardless of their service area or assigned territory. In preventing crime, the most effective form of prevention is the early identification of factors leading to offenses, their elimination and targeted work with individuals included in risk groups.
At the same time, it was pointed out that the practice of comparing figures and indicators in assessing crime has not been completely abandoned. Therefore, when evaluating the criminogenic situation, the main criteria should not be based only on statistical indicators, but also on public trust, the recurrence of offenses and the effectiveness of work with people in risk groups.
During the presentation, it was proposed that the criteria for assessing the effectiveness of public safety units be determined based on the principle of a “public service-oriented system.” The main goal is to ensure public satisfaction and trust in the measures being implemented in the field of public safety.
To this end, it is planned to harmonize the activities of prevention inspectors, road patrol, patrol-post and guard services and to unite their tasks into a single system in terms of promptly responding to citizens’ appeals, maintaining open communication with the public and carrying out targeted work with people in risk groups.
In particular, it is planned to transfer some functions and powers related to ensuring road safety to the patrol-post and guard services, while granting certain powers related to maintaining public order to the road patrol service.
Earlier, it was reported that cases involving certain administrative offenses would now be reviewed by officials of the Guard Service under the Ministry of Internal Affairs.
