Uzbekistan to launch new program to reduce bureaucracy

Starting 1 January 2026, Uzbekistan will launch the “Eliminating Bureaucracy – 2030” program aimed at advancing digital transformation in public administration and increasing its efficiency. This is stated in the presidential decree “On Organizational Measures for Digital Transformation and Improving the Efficiency of Public Administration,” signed today, 28 November.

According to the document, the program sets the following key objectives:

  • Improving citizens’ quality of life through faster and more convenient access to public services;
  • Encouraging entrepreneurship and enhancing the country’s attractiveness for foreign investment;
  • Building a positive international image of Uzbekistan in digital governance and public administration;
  • Reducing excessive procedures and increasing transparency to minimize risks of misconduct.

To coordinate the program’s implementation, a project office will be established under the Agency for Strategic Development and Reforms. Its main responsibilities will include:

  • Establishing cooperation with foreign partners and international organizations on effective implementation of the program;
  • Developing a roadmap on program measures and submitting it to the Coordinating Council for Strategic Planning and Development under the President;
  • Assessing and publishing annual performance results of ministries, agencies, and local governments in reducing bureaucracy, and reporting to the President on achievements and proposals for incentives.

Additionally, proposals and evaluations relating to reducing bureaucracy will be processed via the “Zero Bureaucracy” digital platform, operated and owned by the Agency. First heads of state bodies will bear personal responsibility for timely and effective implementation of program measures.

Within one month, the Agency must:

  • Carry out organizational work to launch the project office;
  • Submit the draft regulation for the annual national “Eliminating Bureaucracy” award competition to the Presidential Administration;
  • Ensure, together with the Ministry of Digital Technologies, the launch and regular updating of the Zero Bureaucracy digital platform.

The execution, coordination, and monitoring of this decree will be overseen by the Presidential Advisor, Sardor Umurzakov.
